      The City of Bloomington is seeking an individual to provide field and office support for the Business Operations Section of the Utilities Division. This position will provide utility billing technical assistance in the areas of utility accounts, meter reading, meter data management, and infrastructure records. Provide the public with interpretation of City Codes, state and national utility construction and alteration standards assistance to local and state agencies, residents, business owners, contractors, and developers, as they apply to specific projects. Review plans and coordinate the installation of water meters and related infrastructure to ensure compliance with City ordinances and regulations, while maintaining accurate, detailed records.

      • Ability to perform the physical elements of the essential functions of the position
      • Ability to maintain effective working relationships with residents and business owners, contractors, developers and other City employees, verbally and in writing
      • Ability to organize work, establish priorities, meet established deadlines, and follow up on assignments with a minimum of direction
      • Ability to maintain a professional, positive, and courteous working relationships with Utility customers, co-workers and the contract meter reading service to ensure meters are read accurately and all tasks are accomplished in a timely manner
      • Ability to retrieve, analyze and understand the utility billing and consumption records and keep accurate and thorough records
      • Ability to review and inspect permitted work to ensure work and materials are installed, completed and consistent with codes, standards, and regulations
      • Knowledge of applicable state, federal and local laws, rules, ordinances, and regulatory standards applicable to the right of way
      • Ability to analyze and understand utility billing and consumption data related to water production
      • Ability to assist and perform technical analysis of utility customers by providing advanced troubleshooting services relating to problems such as; low water pressure, chronic sewer problems and other unique utility service scenarios
      • Skilled in reviewing utility account details to assess current and future billing impacts related to development proposals
      • Ability to manage and maintain accurate records and ensure records are complete and comprehensive, and readily understood by those using them
      • Ability to use various technologies and tools to support daily operational tasks, including data collection, mapping, and field documentation
      • Ability to act as liaison to public and private entities for dissemination of Utilities information, including, but not limited to presentations to educational institutions and professional organization
      MINIMUM QUALIFICATIONS
      • High school graduate (or GED) with either a Certificate of Completion or an Associate’s degree in utilities operation and maintenance, construction management or engineering related program
      • Meets minimum qualifications of a Bloomington Utility Operator
      • Experience with record keeping, report preparation, filing methods, records management techniques, and open records regulations
      • Working knowledge of utilities’ industry software, such as: GIS, CMMS
      • Experience with the geography and street locations in the City of Bloomington
      • Valid Minnesota driver’s license
      DESIRABLE QUALIFICATIONS
      • Possesses current MN Class C Water and/or SC Wastewater certifications or higher.
      • Advanced working knowledge of computer/software training or experience such as: AutoRead, AutoView, and Cogsdale
      • Additional continuing education related to Public Works, Utilities, Engineering and Science, such as: Public Works Administration certificate, the Hamline Supervisory Leadership Series certificate, Underground Utility Construction Inspector School certificate, similar educational training
      • Ability to speak a second language, in addition to English that has a recognized presence in the community (Spanish, Somali, Vietnamese, Chinese Mandarin, Cambodian, etc.)

      Anticipated Hiring Range: $35.38-$47.18 Hourly

      2025 Full Salary Range: $35.38 -$47.18 Hourly
