      Position Overview

      The Illinois Environmental Protection Agency (EPA), Bureau of Air (BOA), Vehicle Inspection and Maintenance (VIM), Field Operations Section (FOS), Compliance , Des Plaines Regional office is seeking to hire a Vehicle Emission Compliance Inspector. This position inspects the performance of vehicle emissions inspections required by the Vehicle Emissions Inspection Law as well as related contractual services provided by a contractor for adherence to applicable laws, regulations, and vehicle emissions testing contract. The ideal candidate must be capable of communicating effectively verbally, electronically and in writing with both internal and external stakeholders.

      Job Responsibilities

      40 % 1. Serves as a Vehicle Emissions Compliance Inspector for the Bureau of Air, Compliance, Vehicle Inspection and Maintenance (VIM) Field Operations, Illinois Environmental Protection Agency (IEPA):

      • Represents the IEPA and the State of Illinois in official inspections of vehicle emissions as specified by the Vehicle Emissions Inspection Law of 2005.
      • Monitors and observes the testing contractor’s performance for adherence to applicable laws, regulations, policies, procedures, and vehicle emissions testing contracts.
      • Conducts compliance reviews of vehicle emissions testing equipment, software, reimbursable tests, and records.
      • Reviews statistical data, prepares reports and summaries, and enters data.
      • Travels in the performance of duties.

      35% 2. Conducts compliance reviews of contractor provided services.

      • Processes motorist applications for extensions and exemptions.
      • Addresses complaints, handling hotline inquiries, and managing website and social media content to ensure that Contractor provides their services in accordance with the vehicle emissions testing contract, state and federal laws, regulations, policies, and procedures.
      • Reviews statistical data, prepares summaries, and reports, and enters data findings.
      • Conducts inspections of Contractor performed reviews, including reviews of emissions inspectors, call center staff, and contractor managed website and social media content .
      • Monitors Contractor provided training and ensures that emissions inspections are performed by certified contractor employees.

      10% 3. Responds to inquiries from contractor staff, Agency staff, motorists, and the general public concerning operation of the Illinois vehicle emissions testing program.

      • Interprets and explains the inspection program, policies and procedures, and state and federal rules and regulations using the Agency’s printed publications and website as well as databases maintained by or on behalf of the Agency and IL. Secretary of State.

      10% 4. Utilizes established Agency guidelines for emissions standards and Acceptance Test Procedures.

      • Assists with conducting acceptance tests to verify accuracy of equipment and systems utilized by the contractor.
      • Reports results to management.

      05% 5. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

      Minimum Qualifications

      1. Requires knowledge, skill, and mental development equivalent to high school with one year of work experience involving motor vehicle sales representative, auto emission tester, motor vehicle repair, quality assurance inspector or inspectors in the motor vehicle industry.

      Preferred Qualifications-In Order of Significance

      1. Prefers good hearing and verbal communication skills.
      2. Prefers ability to tolerate elevated levels of auto emissions which may be a potential hazard to those subject to or affected by heart/or lung disorders.
      3. Prefers ability to learn and to apply working knowledge of the vehicle emission standards and pertinent requirements of state and federal law.
      4. Prefers ability to learn and to apply elementary knowledge of terminology used in repair trade and working knowledge of repair costs.
      5. Prefers ability to learn and recognize by sight the various emission components and to verify the repairs completed when checking component replacements.
      6. Prefers the ability to explain test results in general terms.
      7. Prefers the ability to explain test procedures, standards, regulations, and program requirements to affected motorists.
      8. Prefers the ability to work with the public under stress conditions.
      9. Prefers the ability to use extensive interpersonal relations skills.
      10. Prefers the ability to utilize a personal computer with knowledge of Microsoft Word, Access, and Excel software.
      11. Prefers the ability to work independently.
      12. Prefers minimum one year work experience in training or mentoring others in reviewing vehicle emissions testing and compliance.

      Conditions of Employment

      1. Requires a valid and current appropriate drivers’ license.
      2. Requires the ability to travel in performance of duties, with overnight stays as appropriate.
      3. Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
      4. Requires ability to attend seminars, conference, and trainings to stay current on methods, tools, ideologies, or other industry related topics to the job duties.
      5. Requires the ability to remain standing for extended periods of time.
      6. Requires the ability to pass a name-based background check.
