      POSITION SUMMARY

      The Vice President, Finance directs all finance functions for Wheeler. The VP, Finance oversees day-to-day accounting operations and supervises a team of staff members with responsibility for general ledger accounting, bank deposits and reconciliations, month-end closings, management and grant report preparation, analytical review of revenue and expenses, accounts payable, fixed assets, investments, leases, month-end allocations, and liaison with program Vice Presidents and Directors. The VP, Finance directs the preparation of the annual budget, quarterly forecasting, and handles the day-to-day interactions with the external auditors in the performance of the annual audit. The VP, Finance also oversees the third party billing, accounts receivable, and collections functions for a large Federally Qualified Health Center providing primary care, dental and behavioral health services.

      EDUCATION AND EXPERIENCE/QUALIFICATIONS

      Bachelor’s degree in accounting, business, finance, or related field plus a minimum of 8 years of related experience is required. CPA or MBA preferred. Proficiency in Microsoft Office applications, excellent verbal and written communication skills, analytical and problem-solving abilities, and the ability to multi-task in a fast-paced environment is also required. Experience working for a Not for Profit and with Dynamics Business Central is preferred.

      ESSENTIAL DUTIES AND RESPONSIBILITIES

      Supervises staff to ensure compliance with U.S. GAAP, state and federal contract reporting and

      Oversees the month-end close process and produces prompt, reliable and accurate financial reports each month, including review of monthly journal entries for completeness and accuracy.

      Administers and reviews all financial plans and budgets; prepares quarterly financial forecasts; monitors progress and changes; and keeps senior leadership team abreast of Wheeler’s financial status.

      Develops, revises, implements, maintains, and oversees all of Wheeler’s financial policies and procedures.

      Reviews account reconciliations to ensure they support the general ledger balances and provide a well-organized audit support.

      Ensures the accounting staff performs analytical reviews of monthly results and meets with departments to discuss results, trends, ongoing activities, and potential problems and solutions.

      Ensures the external grant reports are produced promptly, reliably and contain accurate financial information, and are filed timely with various state and federal agencies.

      Ensures that the accounting staff provides training to the various departments in the proficient budget development and use of systems to support the budgeting process. leaders Ensures that revenue is accurately budgeted by analyzing projected units and rates. Ensures that salary, benefit and all other expenses are appropriately budgeted.

      Serves as financial and budgetary liaison between department leaders, program staff, and funders. Oversees and leads the annual budgeting and planning process.

      Oversees compliance with regulatory and contracting requirements, and maximization of revenue realization for services provided, such as Medicaid, Medicare, and Commercial Insurance.

      Works with the billing department to review revenue cycle trends, efficiencies, and areas of concern/improvement.

      Serves as liaison between external auditors, the organization, and the audit committee of the board of director with annual audit, including preparation of the Federal Uniform Guidance and State Single Audit Act schedules and any other audit schedules as needed.

      Continues to develop knowledge and understanding about the history, traditions, values, family systems, and artistic expression of groups served as well as uses appropriate methodological approaches, skills, and techniques that reflect an understanding of culture.
