      DEPARTMENT: Finance and Administration

      REPORTS TO: University President

      CLASSIFICATION: Staff-12 months

      STANDARD WORK HOURS: 37.5

      LOCATION: On-Site Main Campus

      EMPLOYMENT STATUS: Full-Time

      FLSA STATUS: Exempt

      JOB SUMMARY:

      Reporting to the President and under limited supervision, the Vice President for Finance Administration is responsible for all financial and fiscal management aspects of university operations. This position also directs through subordinate managers the following institutional offices: Budget Office, Accounting Services, Human Resources, and Purchasing.

      ESSENTIAL JOB FUNCTIONS:

      • Create, coordinate, and evaluate the financial programs and supporting information systems of the University to include budgeting, student and staff, and faculty information. Also, approve and coordinate changes and improvements in automated financial and management information systems for the university.
      • Oversee the approval and processing of revenue, expenditure, and position control documents, department budgets, mass salary updates, ledger, and account maintenance and data entry.
      • Coordinate the preparation of financial statements, financial reports, special analyses, and information reports. Also, ensure compliance with local, state, and federal financial reporting requirements.
      • Interact with other managers to provide consultative support to planning initiatives through financial and management information analyses, reports, and recommendations.
      • Directs, through the Director of Accounting Services, timely and accurate cash flow projections and treasury management.
      • Analyze cash flow, cost controls, and expenditure trends to guide university leaders. Analyze financial statements to pinpoint potential weak areas.
      • Establish and maintain appropriate internal control safeguards and ensure.
      • records systems are maintained in accordance with generally accepted auditing standards.
      • Directs, through the Director of Accounting Services Office, the timely and accurate recording, collection, and disbursement of funds.
      • Directs, through the Director of Human Resources, staffing, compensation, benefits and other policies and procedures that impact staff.

      KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

      • Ability to communicate effectively, both orally and in writing.
      • Ability to plan, organize, implement, evaluate, and modify financial programs, informational support systems, and processes.
      • Knowledge of federal and state financial regulations.
      • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
      • Ability to analyze and interpret financial data and prepare financial reports, statements and/or projections.
      • Knowledge of financial accounting, budgeting, control, and reporting principles, methods, techniques, and standards as applied within an academic environment.
      • Skill in developing policy and procedure documentation.
      • Ability to develop and maintain recordkeeping systems and procedures.
      • Ability to make evaluative judgments.
      • Ability to hire, supervise and train staff, including organizing, prioritizing, and scheduling work assignments.
      • Knowledge of computerized information systems used in financial and/or accounting applications.
      • Knowledge of business practices and procedures.
      • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
      • Ability to foster a cooperative work environment.
      • Ability to develop and implement strategic business and operating plans.
      • Employee development and performance management skills.
      • Ability to analyze and interpret financial and systems support requirements and provide consultation and recommendations to operational management.
      • Knowledge of software to quantify and illustrate complex financial reports, comparisons, impacts, and/or projections.
      • Knowledge of advanced cost and financial analysis principles and techniques.

      SUPERVISORY RESPONSIBILITY:

      • This position does have supervisory responsibility.

      OTHER DUTIES:

      • Other duties as necessary.

      QUALIFICATIONS:

      • Master's degree in business administration, accounting, or finance preferred.
      • Knowledge of database and accounting computer application systems to supply the most accurate financial information.
      • Five to eight years of demonstrated leadership experience in financial management and financial planning.
      • Experience in higher education is preferred.
      • Excellent verbal and written communication skills.
      • Excellent analytical and organizational skills.

      Licensing and Certifications:

      • C.P.A. designation preferred.

      WORKING CONDITIONS:

      • Work is normally performed in a typical interior/office work environment.
      • No or very limited physical effort required.
      • No or very limited exposure to physical risk.
