- Performs ongoing program evaluation to determine effectiveness and opportunities for improvement
- Develops data-backed, objective process and governance structures to support enterprise-level decision making
- Supports formulation and implementation of new affordability strategies
- Manages to core business objectives, including medical expense ratios and quality measures
- Engages with health plan and functional leaders to prioritize and align resources
- Responsible for creating the process to develop, manage, and prioritize portfolio of programs to deliver against enterprise goals in collaboration with Strategy, Finance, and other enterprise leaders
- Develops performance management process to enable transparency into potential performance roadblocks and take preemptive action
- Drives alignment between business and functional leaders on enterprise priorities and resource allocation
- Communicates effectively with leaders across the organization to proactively identify and implement regional and local priorities
- Collaborates closely with Finance to ensure there are processes to validate, measure, and forecast opportunities and results
- Serves on the Health Services Organizations senior leadership team.
- Drives for and inspires excellence in the teams through appropriate organizational structure, an effective work environment, regular employee communication, recognition, and development.
- Participates in organizational talent management and succession planning
- Identifies and mentors future leaders
- Expertise regarding health plan regulations, including contract benefits policies and practices.
- Experience related to the prediction, execution and production of health insurance revenue streams to maximize results and position the business for success.
- Demonstrated ability to provide oversight and understanding of business process redesign and to drive change to improve clinical and business outcomes.
- Proven business acumen including understanding of market dynamics, financial/budget management, data analysis and decision making.
- Ability to identify key business issues, create business strategies and plans, and drive results across internal teams and/or external partners.
- Consensus building skills; ability to influence others without direct authority and negotiate favorable outcomes among groups of diverse internal/external stakeholders
- Ability to effectively engage with vendors and provider partners. -Demonstrated ability to manage managers and lead high performing teams and to organize and support cross functional activities to deliver results in a complex, matrix organizational structure.

Vice President of Performance & Affordability
Oregon, Washington, Idaho, Utah
The VP of Performance & Affordability acts as the leader for overall alignment of affordability programs with business objectives and performance management of medical cost strategies. This is accomplished through both direct oversight of functions and active collaboration with multiple divisions in a matrixed organizational environment. This role works closely with line of business owners and other health plan leaders (e.g., UM, CM, Rx, Network, Risk Adjustment) to set priorities, performance track, and align resources for Healthcare services. This leader is responsible for supporting strategy identification, prioritization, monitoring, escalation, and review of high-priority programs

Minimum Requirements
Competencies and Knowledge:
The Vice President of Performance & Affordability would have a bachelor's degree in business administration, Healthcare Administration, Finance or related field (Master’s degree preferred) and 7-10 years managed care experience, including management/people leadership experience and experience in Medical Economics, Finance, Healthcare Services

The expected hiring range for the Vice President of Performance & Affordability is $277,500-375,500, depending on skills, experience, education, and training; relevant licensure / certifications; performance history; and work location. The bonus target for this position is 30% . The current full salary range for this role is $261,000-424,500.
