      SEURECA and VEOLIA AFRICA have won this 5-year performance management contract with the Djibouti National Water and Sanitation Company (ONEAD) for a contract value of 8.8M€ funded by the French Development Agency (AFD). It is a major contract for SEURECA and intended to be a showcase project in terms of water utility transformation, operational improvement and improvement of access to essential services.

        Job Description

        As part of the resident team, the VIE/PANGEO will support closely the following project tasks:

        • Project Management Officer:

          • Project Management Support to the Team Leader (based in Djibouti) and the Project Director (based in Paris) in:

            • Following up the progress of all the project activities;

            • Coordinating the inputs of the various experts (covering all activities of a water utility);

            • Updating the risk analysis, measuring variances (planned vs. actual) and defining measures when necessary;

            • Reporting and communication with preparation of dashboards and periodic reports;

            • Active participation in the preparation/integration of key project deliverables : initial diagnosis, utility performance improvement plan, new organization and various operational strategies, periodic progress reports, etc;

            • Support in the implementation of the performance improvement action plan;

            • Close support in monitoring Key Performance Indicators linked to the project remuneration.

            • Water Supply Engineer - Support the Water Network Performance/Non-Revenue Water (NRW) Engineer in:

              • Field investigations / measurements, network drawings update and GIS;

              • Analyses of operational databases (asset management, customer database, etc);

              • Deployment of network monitoring infrastructure (instrumentation, telemetry, IT software);

              • Elaboration and implementation of NRW reduction and operational performance improvement strategies;

              • Calculation, benchmarking and monitoring of NRW KPIs.

        Qualifications

        Educational background: Master of Engineering (BAC+5) / Water and Environmental Engineering background

        Languages: Fluency in French and English

        Previous experience would be a plus.
