      Starting Salary Range: $182,016- $247,641

      Job Summary: The Vice President, Airport Capital Development is responsible for administering, organizing, and directing all capital improvement project execution associated with the development of Nashville International Airport and John C. Tune Airport. Sets design and process standards for capital, major project, and tenant design and construction.

      Essential Responsibilities:

      • Directs and monitors consultant work, contract expenditures, and contract administration.
      • Participates in the planning and implementation of the Capital Improvement Program.
      • Acts as the primary contact for federal, state, and local government agencies on airport development.
      • Ensures construction projects are completed as planned.
      • Coordinates available funding sources with Finance for all capital projects.
      • Prepares contract bid documents and bid strategies for all construction projects.
      • Supports long and short-term strategic planning for airport facilities.
      • Directs procurement activities including request for qualifications (RFQ) preparation, request for proposal (RFP), consultant selection, contract negotiation, scope of work definitions.
      • Manages safety and quality assurance programs for construction job sites at the airport.
      • Oversees project controls division.
      • Briefs the Board of Commissioners on design and construction activities.
      • Participates in media outreach and communication activities to the public regarding the design and construction program.
      • Responds to emergency and crisis response situations at the Emergency Operations Center.
      • Assists in the preparation of the MNAA master plan, and directs its implementation and maintenance.
      • Manages the preparation of airport plans, including layout plans, infrastructure plans, property maps, and transportation studies.
      • Develops the annual operations and management budget, and ensures department stays within budget.
      • Coordinates the work of the planning department and other airport departmental staff in developing a Graphic Information System (GIS) and Building Information Modeling (BIM).
      • Directs the implementation of a GIS, BIM, and computer-aided drafting for all airport facilities.
      • Maintains regular and on-time attendance.
      • Follows all safety regulations.

      • Performs other duties as assigned.

      Knowledge, Skills, Abilities and Other Characteristics:

      • Building Codes: Knowledge of local, state, and federal building codes.
      • Construction Practices: Knowledge of construction practices, specifications and plans, and site development.
      • Procurement: Knowledge of public procurement policies, practices, and procedures, including contracting rules and regulations.
      • Purchasing: Knowledge of the principles, practices, laws, and regulations related to purchasing.
      • Safety and Security: Knowledge of equipment, policies, procedures, and strategies to promote safety and security.
      • Project Management: Skill in conceptualizing and managing complex projects, and managing multiple projects using established project management principles.
      • Supervision of Personnel: Skill in supervising and managing others, including planning work, providing direction, motivating workers, and identifying the best workers for the job.
      • Computer Use: Skill in using a personal computer, the internet, and other software to perform job- related functions.
      • Presenting: Skill in developing and delivering presentations, both oral and written, to groups of varying size.
      • Relationship Building: Skill in establishing and maintaining effective and professional working relationships with others.
      • Researching: Skill in conducting research, including identifying research questions, planning research, gathering data, analyzing data, and interpreting results.
      • Reporting: Skill in preparing and producing timely and accurate oral and written reports.

      Qualifications:

      Required:

      • Bachelors degree in engineering or related field
      • 10 - 15 years in a related field
      • Valid Class D drivers license
      • Professional Engineer or Professional Architect

      Preferred:

      • Masters degree in engineering or related field
