      Job Description:

      Ofcom is the UK’s independent communications regulator – working across telecoms, broadcasting, post, spectrum and online services. Our mission is to make communication services work for everyone. We organise our work under four priority outcomes:

      2023 marks Ofcom’s 20th anniversary as the UK’s converged communications regulator. The digital revolution has been a defining force over this period, transforming how we work and study as well as how we get news, entertainment and stay connected with friends and family Ofcom’s mission has remained constant - to further the interests of citizens and consumers, and promote competition where appropriate. However, how we deliver this mission has changed significantly and will continue to evolve. Ofcom became the online safety regulator in October 2023. This is the biggest expansion of Ofcom’s remit since the organisation was first set up in 2003 and represents large scale change across the organisation – in terms of size, capability, ways of working, leadership and culture.

      Purpose of the Role

      The Director, Wales is part of Ofcom’s senior leadership team and plays a key role in building and maintaining Ofcom’s external reputation, ensuring effective public accountability and protecting our independence. The Director leads the Wales public policy team and provides senior leadership support for other Cardiff based colleagues from a range of Ofcom policy and operational teams. The Wales public policy team leads our engagement with stakeholders in Wales, including with the Welsh Government, members of the Senedd, as well as industry, civil society and consumer groups. The team works in partnership with policy and operational leads across Ofcom to ensure that issues that affect citizens and consumers in Wales are fully considered.

      The successful candidate will have a good range of experience in leading and managing teams, shaping work portfolios in line with organisational priorities, building effective stakeholder relationships across Wales as well as excellent knowledge of working in or with governments, and relevant regulatory issues or the industries Ofcom. You will be confident in communicating complex issues effectively, including at public events; and be accomplished at building strong relationships quickly.

      Role Overview

      The role’s responsibilities include:

      • Lead the Ofcom Wales team of 6 colleagues [2 vacancies], build a positive and effective team culture, provide senior leadership support to other Cardiff based colleagues and role model Ofcom’s values;

      • As a member of the senior leadership group, drive and support relevant corporate initiatives, including our Diversity & Inclusion and out of London workforce targets;

      • Build and maintain Ofcom’s reputation in Wales by managing relationships with key stakeholders across Wales, ensuring that Ofcom’s work and approach are fully understood and that Ofcom takes into account a full range of stakeholder perspectives.

      • Ensure Ofcom operates transparently and fully meets our public accountability commitments in Wales, this work includes holding events and representing Ofcom at relevant scrutiny committees in Westminster and at the Senedd, as well as protecting our regulatory independence;

      • Lead on Ofcom’s relationship with the Welsh Language Commissioner to ensure compliance with relevant standards, and to act as an advocate of the Welsh Language across Ofcom;

      • Provide insight and advice on relevant matters within the Welsh and UK Governments and Senedd/UK Parliament and local government in Wales to enable the organisation to deliver its statutory remit and conduct its regulatory business to best effect;

      • Support the work of Ofcom’s statutory Advisory Committee for Wales and act as main contact to the Board Member for Wales;

      • Work with the Communications’ team, to support Ofcom’s press and media activity in Wales, and with the Public Policy team in London and other Nations to ensure a joined up approach to stakeholder engagement across the UK.

      Essential Experience & Skills

      • Proven leadership skills with the ability to motivate across all levels, exceptional in building partnerships and collaborating with internal and external stakeholders, and a track record of building and maintaining high-performing teams

      • Welsh language skills are desirable, or will need to be learnt when appointed to the post. Ofcom will offer support to learn or improve Welsh language skills where appropriate

      • Able to master a varied and complex policy brief, to communicate complex concepts concisely and to contribute constructively to policy debates;

      • Excellent interpersonal skills, able to build and maintain effective working relationships, and have a proven ability to represent and persuade at senior levels within and outside an organisation, including at public events;

      • Experience working with Boards, senior officials and Ministers and appearing at publicly accountable committees and governance structures;

      • Demonstrate high levels of personal integrity and ability to role model Ofcom values.

      • Arwain cydberthynas Ofcom gyda Chomisiynydd y Gymraeg er mwyn sicrhau y cydymffurfir â safonau perthnasol, a gweithredu fel eiriolwr y Gymraeg trwy Ofcom;

      • Darparu cyngor a chraffu ar faterion perthnasol yn Llywodraeth Cymru a Llywodraeth y DU a hefyd yn Senedd Cymru/Senedd y DU a llywodraeth leol yng Nghymru er mwyn galluogi’r sefydliad i gyflawni ei gylch gwaith statudol a mynd i’r afael â’i fusnes rheoleiddio mor effeithiol ag y bo modd;

      • Ategu gwaith Pwyllgor Cynghori statudol Ofcom ar gyfer Cymru a bod yn brif bwynt cyswllt ar gyfer Aelodau’r Bwrdd mewn perthynas â Chymru;

      • Gweithio gyda’r tîm Cyfathrebu i ategu gweithgareddau Ofcom mewn perthynas â’r wasg a’r cyfryngau yng Nghymru, a gweithio gyda’r tîm Polisi Cyhoeddus yn Llundain a’r Gwledydd eraill i sicrhau y rhoddir dull cydgysylltiedig ar waith wrth ymgysylltu â rhanddeiliaid ar hyd a lled y DU.
