CLASS DESCRIPTION:Performs advanced professional level engineering and/or architectural work, which may include supervisory responsibility, with considerable independence but under general supervision from an administrative or technical superior. Work includes reviewing complex engineering and/or architectural plans, resolving difficult design analysis, acting as project manager for large scale projects, and preparing planning and engineering documents. Work at this level is distinguished by unique engineering analysis and expertise in areas such as mechanical, electrical or structural engineering; in depth architectural and/or engineering experience in the development, design and construction of institutional building types such as libraries, community centers, police and fire stations, etc.

Learns and performs all essential job functions accurately.
Acts as project engineer/project manager/project coordinator for complex water and sewer capital projects involving large diameter water transmission mains, water distribution system mains and appurtenances, water and wastewater pumping stations, water storage facilities, wastewater collection systems, large diameter interceptor sewers and wastewater treatment facility projects that are managed by the Bureau of Utilities. Responsible for project budget and scheduling; including work plan development, consultant selection, negotiations for scope of services, man-hour projections and contract preparations.
Has primary responsibility, acting as the liaison for the Bureau of Utilities to other County Agencies, for review of consultant reports, plans, and specifications to insure technical adequacy and conformance with County design standards, applicable codes and state and local regulatory requirements for project assignments. Responsible for coordinating and chairing meetings with internal boards, architects, engineers, contractors, land developers, and the general public to resolve issues and problems related to the project assignments.
Coordinates multiple projects; schedules and monitors contracts to ensure successful completion and closeout. Prepares and reviews budgets and cost estimates; monitors and manages fiscal status of design and construction contracts. Practices cost control to minimize total cost to the County of capital projects. Forecasts future budgetary needs to assist the Department's financial planning process. Coordinates with the Bureau of Utilities operational staff to insure continued safe system operation during construction and startup of all water/sewer capital projects.
Coordinates and maintains the Howard County Design Manual standards and details for the Bureau of Utilities. This work includes participating on the Department's Material Selections Committee for periodic updates to the County's design standards.Participates in internal review board meetings to provide input regarding plans discussed; may direct such meetings in superior's absence; directs lower level engineers to compile composite comments on plans reviewed.
Inspects assigned projects; coordinates activities of different County agencies, engineers, contractors, developers and other relevant parties in all phases of assigned projects.
Prepares reports, evaluations and comments on impact of legislation, development plans and other matters on the environment and on the actions of the department; carries out special engineering projects and submits recommendations for alternative courses and solutions to problems.
Prepares solicitations for engineering or contract services as well as construction bids. Prepares the annual MDE required Water Audit Report and similar operations reports as needed.
Provides input on budget for capital projects and Bureau of Utilities operational budget.
Represents department at public hearings, meetings and conferences as assigned; maintains liaison with contractors, consultants and representatives of county, state, regional and federal agencies; answers public inquiries, receives and acts on citizen complaints and suggestions.
Plans, assigns and reviews the work of lower level professional and technical personnel engaged in a variety of engineering tasks.
Reviews complex plans and reports and provides recommendations to supervisor.
Performs engineering studies and analysis to ensure that water and sewer system facilities and appurtenances are properly sized, properly constructed, correctly operated, and adequately maintained; assures that new facilities and equipment meet operational requirements and specifications; formulates program methodologies and procedures for operations and maintenance programs for water and sewer systems; reviews preliminary and final submissions of plans, drawings and specifications for new facilities for operational integrity and maintainability.
SCADA (Supervisor Control and Data Acquisition): Operation of the county's remote computer control system (SCADA). Insure continuous remote automatic control of the county's water distribution and wastewater collection systems. Revise, modify and update SCADA programming; including: display screens, control strategy, data communication, data acquisition, reporting, remote automatic alarming, remote connections, etc. Oversee the upgrade of SCADA hardware and network. Provide technical assistance to water and sewer facility maintenance personnel. Provide on-call assistance when required.
Customer Service: Provide assistance to county residents and builders on issues related to water and sewer locations, easement locations, easement use, easement restrictions, etc. Provide technical assistance as needed.
This position is considered emergency essential, and, as such, the incumbent may be required to report for regular work shift during inclement weather, or when an emergency situation arises.
SUPERVISORY RESPONSIBILITIES:
Acts in the capacity of the Technical Support Division Chief with the authority and responsibilities of the position during the absence of the Division's Engineering Manager I. Plans, assigns and reviews the work of lower level professional and technical personnel as well as operational staff engaged in a variety of engineering and operational tasks. Bachelor's Degree in Engineering and four (4) years of related experience or equivalent combination of education and experience.
PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:
Bachelor's Degree in Water & Wastewater Engineering or Civil Engineering.
Five (5) years of related experience in water and wastewater.
Master's degree (M.S., M.E.) or equivalent or an equivalent combination of education and experience.

Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagrammatic form that deal with several abstract and concrete variables.
Registered Professional Engineer in the State of Maryland.
