- Position is supervisory
- Considerable initiative and independent judgment in developing programs compatible with the needs of various laws, ordinances, and regulations
- Supervisory and Leadership characteristics must be strong, self-driven, consistent and directed to elevate excellence to the Forest Highlands community
- Take all required samples outlined by ADEQ and EPA on schedule
- Manage tasks by; planning and prioritizing, ensuring policy and procedure compliance, and giving directions to Technicians. Job duties and tasks will be planned ahead in event of any absence, sick or vacation, to limit disruptions in operations.
- Assists in budgeting by obtaining proposals and price quotes for future equipment upgrades, maintenance projects, new equipment, etc.
- Knowledge of Forest Highlands wastewater treatment plant and collection system with occasional supervision of duties for Wastewater Supervisor when absent
- In charge of completing Bluestake requests daily
- Once certified, test all Forest Highlands owned backflow assemblies annually and make repairs as needed
- Regular attendance is essential and must respond in a timely manner to emergencies and on call for regular weekend on-call duty or snowplow
- Comfortable to work in/around raw sewage
- Communicate effectively and accurately, both verbally and in writing
- Read and comprehend blueprints, lab results and other technical reports
- Make mathematical calculations and draw logical conclusions
- Troubleshoot equipment and controls used for the water wells and distribution system.
- Prioritize work and assign staff accordingly to keep projects and programs on track
- Provide technical and commissioning support for in-house and capital projects
- Work within approved yearly budget
- Handle multiple projects simultaneously and use good judgement
- Produce written reports as needed

- Assists the Utility Director with budget preparation and budget management throughout the year. Reviews financial reports, procurement requests, and costs for training, tools, supplies, and other expenses.
- Direct the use of resources (people, budget, and materials) to provide services needed to enable control monitoring of wastewater treatment, wastewater collection and water distribution system collection to maintain operations in compliance.
- Establishes performance metrics and performance monitoring using existing and planned operational performance monitoring and control systems including fiscal reporting and SCADA
- Helps formulate policies, define objectives, and set goals. Creates schedules appropriately; establishes priorities for resource utilization
- Manages continuous improvement and change. Assists staff in the adaptation and implementation of change and develops ideas that can solve problems, improve efficiency, reduce costs, and improve safety
- Ensures that safety programs are sufficient and are followed to maintain a safe work environment and protect the health and safety of employees. Reviews accident investigation reports, makes recommendations and takes appropriate action, as necessary
- Works with Operators/Technicians to establish short- and long-term work plans to achieve performance objectives.
- Perform supervisory/team leader duties as assigned by the Director.
- Assist the Utility Director to ensure reports to ADEQ are filled out and submitted accordingly
- Assist in snowplow operations
- Responds effectively and efficiently to control system failures and unplanned outages
- Assist in regular utility on call schedule as directed in order to cover open weekends and train new employees
- Arizona Department of Environmental Quality Grade 2 Water distribution (grade 3 within 1 year of hire), Grade 2 Wastewater Treatment (Grade 3 within 1 year), and Grade 2 Wastewater Collection (Grade 3 within 1 year), or time frame chosen at Utility Director discretion
- 5 years of experience in water, wastewater, water quality and/or water engineering including two supervisory experience
- Valid AZ driver’s license upon day of hire
- Minimum of 2 years as a Forest Highlands Utility Employee with satisfactory performance OR two-year associated degree plus 18 months of experience or equivalent experience through previous jobs performed
- Must wear appropriate PPE equipment as job designates such as hardhats, safety glasses, hearing protection, work boots, pants, gloves, etc.
- Must follow set safety protocol requirements in all areas as directed
- Obtain Backflow Assembly Tester Certification within 6 months of hire
- High school diploma or equivalent, ADEQ requires this to be obtained in the US for certification
- Experience in related fields such as electrical, plumbing, backflow certification, trenching, construction, backhoe/heavy equipment operation
- Ability to interpret documents such as safety rules, operating and maintenance instructions, as built plans, and procedure manuals.
- Ability to communicate effectively with guests, management, vendors/suppliers, the general public and other employees of the Company.
- Perform basic water/wastewater operator math skills for volume, daily production, and chlorination
- Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
- Ability to deal with problems involving several concrete variables in standardized situations.
- The position is in a busy golf/country club in a private residential community.
- Exposure to wet/damp areas, raw sewage, effluent, moving mechanical parts, toxic or caustic chemicals
- Ability to lift up to 40lbs regularly; up to 100lbs occasionally and to lift overhead and push/pull.
- Work in an upright standing position for long periods of time.
- Must be able to frequently walk, sit, stand, bend, use hands and fingers to handle or feel; and talk or hear, stoop, kneel, crouch, adjust vision accordingly (close, distance, peripheral, and depth perception)
- Exposed to outside weather conditions including heat, cold, wind, rain, snow, and humidity.
- Continuous ability to talk and hear.
- Specific vision abilities required by this job include close and far vision.

Distinguishing Characteristics
Job Overview:
Under the supervision of the Utility Director, performs work of moderate difficulty in water distribution and well operations. This person is responsible for supervising daily operations and maintenance of the water distribution system, all wells supplying water to property, and delivering adequate water to golf courses. This position also provides assistance to the wastewater treatment plant and collection systems. This person must possess a strong work ethic and be self-motivated to keep up with ever-changing conditions and responsibilities to not fall behind in water delivery. All laws and standards outlined by state, county and federal entities pertaining to water quality must be understood and adhered to with the highest regard.
