      The Harford County Public Library offers a competitive compensation and benefits package. Starting wage, depending on candidate qualifications, is between $30.84 and $38.55. This position is eligible for the following benefits: deferred compensation 457(b) retirement plan, pension plan, medical, dental and vision plans, employee assistance program, voluntary benefits, paid time off and more.

      Position Summary:

      The Web Developer supports the organization’s digital presence by maintaining, enhancing, and securing websites and integrated digital services. This position is ideal for candidates with foundational knowledge in web development, information technology, or computer science who are looking to build hands-on professional experience in website administration, accessibility, performance optimization, and API integration. The ideal candidate will be detail-oriented, self-motivated, and committed to delivering high-quality, consistent, and accessible user experiences. The role includes onboarding support, professional development opportunities, and the potential to grow into more advanced technical or project-based responsibilities over time.

      Essential Duties:

      Website Administration & Support

      · Maintain, update, and organize public websites and digital content systems.

      · Assist departments in managing content using platforms such as WordPress, SharePoint, Drupal, Wix, or Squarespace.

      · Support consistent site structure, navigation, menu hierarchy, and visual styling.

      · Manage CMS settings, including user permissions, plugin/module configuration, and theme customization.

      Performance, Security, and Compliance

      · Monitor and support website security, including PCI and privacy compliance.

      · Identify and resolve vulnerabilities or performance issues.

      · Maintain SSL certificates, schedule backups, and perform routine system updates.

      · Assist in domain/DNS administration and disaster recovery planning.

      User Experience & Accessibility

      · Collaborate with content and marketing teams to improve usability and design.

      · Ensure compliance with accessibility standards (e.g., WCAG 2.1) for all digital content.

      · Conduct cross-browser and responsive design testing for desktop and mobile.

      · Utilize tools such as WAVE, Axe, or Lighthouse to audit and enhance accessibility.

      API Integration & Digital Tools

      · Assist in implementing and maintaining API-based integrations for digital services (e.g., calendars, search tools, reservations, chat widgets).

      · Manage third-party embeds, scripts, and widgets to extend site functionality.

      · Collaborate with staff or vendors to integrate catalog and account services via the ILS (Integrated Library System) into public-facing tools.

      · Provide light technical support or coordination for mobile app features and external digital platforms.

      Analytics & Optimization

      · Configure and monitor Google Analytics and related tools to assess site usage.

      · Recommend improvements based on analytics, user feedback, and behavior trends.

      · Optimize performance for mobile users, improve load speed, and apply SEO best practices.

      Content Strategy & Search Visibility

      · Support teams in structuring content that aligns with strategic goals and user needs.

      · Conduct basic SEO checks to improve discoverability and search rankings.

      · Ensure content is accurate, well-organized, and consistently formatted.

      Projects, Innovation & Growth

      · Participate in web-based projects including redesigns, digital rollouts, and platform migrations.

      · Explore applications of AI tools (e.g., generative content, image optimization, accessibility enhancements) to improve efficiency and user experience.

      · Engage in professional development (trainings, webinars, conferences).

      · Contribute to internal mentorship and onboarding initiatives.

      · May grow into advanced responsibilities in digital strategy, project coordination, or systems integration.

      Standard Functions:

      • Provide timely technical support for staff and user-facing digital tools.
      • Assist with programs and events that require digital or on-site technical support.
      • Develop familiarity with core IT systems (e.g., ILS, printing systems, network tools) to offer basic support and escalate as needed.
      • Participate in outreach events, cross-departmental collaboration, and training sessions.
      • Provide occasional evening, weekend, or on-call support as needed.
      • Perform other duties as assigned.
      • Other Duties: Performs additional responsibilities as assigned.


      Minimum Requirements:

      1. Associate’s degree in Computer Science, Information Technology, Web Development, Cybersecurity, Interactive Media Design or a related field.
      2. OR Bachelor’s degree in Computer Science, Information Technology, Web Development, Media Design, Human Computer Interaction or a related field
      3. OR Relevant certifications (e.g, CompTIA, CIW, Google, Adobe, or recognized bootscamps) plus at least two years of professional experience I web development and a portfolio demonstrating applicable skills
      4. OR Demonstrated professional experience of at least 5 years in web development or a related field, including a portfolio of completed projects showcasing website management, accessibility, integration and optimization. A portfolio of relevant work is required for certification or experience based applicants and strongly encouraged others Experience with public-facing web platforms, content management systems, or digital tools is preferred for all education tracks.
      5. Ability to provide documentation and maintain a valid Driver’s License with no more than 3 points;
      6. Ability to obtain and maintain a favorable criminal background report;
      7. Ability to work day, evening, and weekends hours to include working on-call as assigned.

      Knowledge, Skills and Abilities:

      1. Foundational knowledge of HTML, CSS, and JavaScript
      2. Familiarity with CMS platforms (Wordpress, SharePoint, Drupal, etc)
      3. Understanding plugin/module configuration, backups and access control.
      4. Basic knowledge of REST APIs and integration workflows.
      5. Experience with accessibility auditing tools (e.g., WAVE, Axe, Lighthouse)
      6. Strong time management and organizational skills.
      7. Excellent communication with both technical and non-technical stakeholders
      8. Attention to detail, and ability to ensure consistency across platforms
      9. Awareness of SEO, security best practices, and WCAG accessibility standards.
      10. Ability to work independently and collaboratively in a fast-paced environment
      11. Ability to gain advanced knowledge of Harford County Public Library policies and procedures;
      12. Ability to act as a representative of Harford County Public to the public.

      Work Environment:

      1. Work requires occasional physical effort in handling of light materials, up to 30 pounds, in non-strenuous work environment. For example, set up and take down of tables, chairs or other equipment for meetings or events, pushing/pulling of library carts;
      2. Environment includes moderate noises (i.e. an office with conversations, photocopiers, and/or computer printers);
      3. Work also involves standing or walking up to 60% of the time; during certain events or tasks
      4. Requires sitting and use of computer and keyboard for extended periods of time;
      5. Adherence to work safe practices, ergonomic guidelines, and fire safety protocols.
      6. Occasional travel to off-site locations or branch facilities.

      Reporting Relationship:

      This position reports to the Information Technology Director. Does not supervise staff. May supervise volunteers.

      Work Week:
      Primary work schedule consists of weekday shifts but may occasionally require evening and weekend hours.
