- Must have strong leadership, decision-making, inter-personal, planning, organizational skills, and strong written and verbal communication skills.
- Grant writing, planning, and submitting; management and reporting experience; solid presentation, negotiation, problem-solving, conflict resolution, and meeting management skills.
- Responsible for reviewing and determining eligibility of all incoming applications of clients who apply for WE, OJT, CRT, SS, EE, and SYEP services.
- Review and approve W.I.O.A. staff time sheets, travel, RQ's, orders, etc., and other programmatic and financial documents, in conjunction with Finley & Cook and the current Nav Portal, through requisition submission.
- Review and approve W.I.O.A. clients WE time sheets and CRT time sheets
- Review and approve/disapprove W.I.O.A. clients who have submitted for SS and EE services.
- Assures all program activities are carried out according to the W.I.O.A. CNG Guidelines established by the Comanche Nation Workforce Department. Also assures all program activities associated with federal monies are carried out according to the Department of Labor and Department of Health & Human Services federal poverty guidelines.
- Prepare, create, develop, maintain, submit required and/or requested financial budget reports, status reports, monthly reports, weekly reports, federal reports, and/or other related reports to funding agency, Tribal Administrator , and/ or Federal Officers. Records of such reports will need to be documented and stored.
- Responsible for overseeing that all program objectives are met according to the Program Narrative associated with the current federal grants Workforce applies for while balancing the overall mission of Workforce.
- Responsible for managing CNG Budgets and Federal Grant Budgets. Submitting budget modifications, if the need arises. Reviewing G/L Account Details for auditing purposes and ensuring the department is in full compliance.
- Compare monthly finance expenditure reports and reconcile with Finance Department and Property & Procurement Department on all discrepancies which include Quotes, Invoices, Orders, Checks, Receipts, etc.
- Must have knowledge of and ability to work with appropriate hardware and software applications.
- Work independently with minimum direction and communicate quickly and effectively both orally and in-writing.
- Attends all W.I.O.A. meetings to fulfill objective as stated per federal regulations and CN policies.
- Ability to establish working relationships with tribal members, employer, and the general public.
- Be able to travel to W.I.O.A. related conferences; regional and national meetings.
- Other duties as assigned.

- Traveling for long hours, if needed.
- Traveling regularly in-state and out-of-state.
- Occasional traveling for trainings and conferences
- Must possess a Bachelor's degree in Business Administration or other relevant business degree from an accredited college or university.
- Preferred Education : Master's Degree in Business Administration or other relevant business degree from an accredited college or university.
- Must possess a minimum of three (3) years of supervisory work experience.
- Must possess knowledge in grant writing, grant submission, and grant preparation.
- Must be able to pass Federal Covered Background investigation.
- Must possess a Valid Oklahoma Driver's License and be insurable under the Comanche Nation's Motor Vehicle Policy.
- Must be willing to submit and pass a drug testing.

POSITION SUMMARY: The Director of Workforce (W.I.O.A.) will be responsible for all the overall operation of the Comanche Nation Tribal (W.I.O.A.) Department while making decisions related to and approving all assistance associated with the six (6) services (Work Experience, On-The-Job Training, Classroom Training, Supportive Service, Employability Enhancement, and Summer Youth Employment Program) that Workforce provides to Comanche Nation Tribal Members. The Director of Workforce will also be responsible for making decisions related to and approving all assistance associated with the six (6) services that Workforce provides to federally recognize tribal members through federal funding, in conjunction with the Department of Labor and Department of Health & Human Services federal poverty guidelines and stipulations.
DUTIES AND RESPONSIBILITIES:
REPORTS TO: The Director of Workforce (WIOA) will report to the Tribal Administrator and supervises all staff within the Workforce (W.I.O.A.) department.
PHYSICAL DEMANDS: Office environment with some lifting up to 25lbs.
