      Overview

      Workforce Analyst Data Analyst

      Delaware Nation Investments/Emerging Technologies is working with the U.S. Geological Survey (USGS), a premier government science organization, and seeks a skilled Workforce Analyst Consultant to support its Hydrologic Technician workforce planning initiatives. With approximately 8,500 employees and an annual budget of $1.7 billion, USGS plays a crucial role in monitoring Earth-system interactions and delivering actionable intelligence. This role involves conducting comprehensive analyses, developing workforce plans, and designing implementation strategies to ensure the agency's strategic requirements are met.

      *This is a 30 hour a week position, but considered full time with benefits.

      Responsibilities

      Data Gathering and Analysis:
      • Collect and review background documents for all USGS Regions/Science Centers where Hydro-Techs work.
      • Determine current workforce resources and forecast future trends.
      • Identify gaps between current and projected workforce needs.
      • Analyze workforce demographics across various dimensions.
      • Conduct interviews and other fact-finding methods to gather insights.

      Assessment Summary Preparation:
      • Prepare a draft Assessment Summary highlighting baseline data on current workforce.
      • Incorporate feedback from Center/Division leadership.
      • Finalize Assessment Summary to inform future workforce capacity needs.

      Workforce Plan Development:
      • Collaborate with other Federal agencies and relevant organizations to align workforce planning efforts.
      • Draft a comprehensive Workforce Plan based on analysis of current and future Hydrologic Technician workforce needs.
      • Consider factors such as job market trends, demographic shifts, critical job skills, diversity, and inclusion.
      • Ensure alignment with legislative and regulatory mandates.

      Implementation Plan Design and Support:
      • Develop an Implementation Plan based on bureau decisions and mandates.
      • Include timelines, milestones, and responsible parties.
      • Design integrated communications strategies to support implementation efforts.


      Qualifications

      Qualifications:
      • Bachelor's degree in Human Resources, Business Administration, Organizational Development, or related field (Master's degree preferred).
      • Proven experience in workforce planning, analysis, and consulting within a large organizational setting.
      • Strong analytical skills with the ability to interpret complex data and trends.
      • Excellent communication and interpersonal skills.
      • Ability to work collaboratively with diverse teams and stakeholders.
      • Familiarity with federal workforce policies and regulations is desirable.

      Location: Remote with 50% travel
