      This position is intended for an assistant for the Ferryboat Captain. Assists Captain navigating the vessel, stands lookout, leads and train the crew in life saving drills, loading and unloading vessel. “Tired of being away from home? TxDOT's Galveston-Bolivar Ferry Operations is looking to hire safety orientated Assistant Ferryboat Captains who value their personal time while still able to work as a merchant mariner. TxDOT Galveston-Bolivar Ferry is a 24/7, 365 days inland maritime operation based out of Galveston, Texas. We safely transport vehicles and passengers on a 3-mile route between Galveston and Port Bolivar, Texas. TxDOT provides a variety of resources to help our employees succeed. Total Compensation.”

      Salary/Grade:

      • Ferryboat Captain Assist I: A17: $3,331.33/mo - $5,116.58/mo
      • Ferryboat Captain Assist II: A19: $3,770.33/mo - $6,034.00/mo

      Ferryboat Captain Assist I:

      Performs highly complex ferryboat piloting and navigation assistance work. Work involves assisting the captain in piloting and navigating a ferryboat, and ensuring the safety and welfare of a vessel, crew, passengers, vehicles, and other public property. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

      Ferryboat Captain Assist II:

      Performs advanced ferryboat piloting and navigation assistance work. Work involves assisting the captain in piloting and navigating a ferryboat, and ensuring the safety and welfare of a vessel, crew, passengers, vehicles, and other public property. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

      Essential Duties:

      Ferryboat Captain Assist I:

      • Maintains and submits daily activity logs of vessel movements, traffic and passenger statistics and unusual occurrences or special events
      • Assists navigating and maneuvering vessels in high-density traffic areas and under all weather and sea conditions in accordance with island navigation rules of the road and the rules of good seamanship
      • Assists in navigating a vessel in situations involving meetings, crossings, and encounters with other vessels
      • Conducts daily inspections and completes reports on the operating condition of all emergency firefighting, first aid, and lifesaving equipment on a vessel
      • Coordinates drills and exercises covering emergencies such as fire, collisions, man overboard, fog navigation, grounding, bomb threats, and childbirth
      • Coordinates with others regarding marine communications, public relations, and land-to-sea communications
      • Prepares and submits reports related to incidents occurring on a vessel and ensures compliance with various state and federal laws and regulations
      • May direct ferryboat deckhands involved in loading, unloading, security, and minor cleaning and maintenance activities

      Ferryboat Captain Assist II: The essential duties of this level include those listed above and the following:

      • Directs ferryboat deckhands involved in loading, unloading, security, and minor cleaning and maintenance activities
      • Conducts and/or coordinates daily inspections and completes reports on the operating condition of all emergency firefighting, first aid, and lifesaving equipment on a vessel
      • Performs other job responsibilities as assigned

      Minimum Qualifications:

      Education: Ferryboat Captain Assist I, II: High School Grad or Equivalent in general education

      Experience:

      • Ferryboat Captain Assist I: 3 years in marine operations.
      • Ferryboat Captain Assist II: 4 years in marine operations.

      (Experience can be satisfied by fulltime or prorated part-time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications)

      Licenses and Certifications:

      • Valid driver’s license. This position requires driving a state vehicle.
      • Must have required US Coast Guard (USCG) certifications an/or documents appropriate for the position and vessel being operated.
      • Must have an A/B special or greater at time of application.
      • For Galveston Ferry Operations: Must have or obtain a Transportation Worker Identification Credential (TWIC) at time of application.

      Competencies:

      Ferryboat Captain Assist I and II:

      • Relevant equipment, procedures, regulations, and policies that provide for the safe operation of a vessel and safety of passengers and cargo; of the navigation and steering of vessels; of vessel communication systems; of the operation of marine vessels; and of fire and safety regulations
      • Applicable industry safety standards, guidelines and specification codes
      • Applicable laws, rules, and regulations
      • Maintaining a safe working relationship
      • Navigating ferryboats
      • Fire fighting
      • The operation and control of equipment and vessels, in the monitoring of instrumentation and gauges, in docking a vessel, in passenger embarking and debarking procedures, and in determining the appropriate course of action when dealing with complex problems.
      • Work in cramped spaces (bend, stoop, crawl) and at varied heights
      • Interpret charts and maps; to make adjustments when steering; to address safety and security issues; to communicate effectively; and to supervise the work of others.

      Physical Requirements and Working Conditions:

      Ferryboat Captain Assist I and II:

      • Subject to environmental conditions; extreme cold and heat; below 32 and/or above 100 degrees for more than one hour. Protection from weather but not temperature changes
      • Subject to noise and vibration
      • Subject to hazards-moving vehicles/mechanical parts, high places/heat, or chemicals
      • Required to wear protective gear-respirator, hard hat, or other device
      • Works in narrow aisles or passageways and frequently in small/crawl spaces; manholes; areas that can cause claustrophobia
      • Medium work: Lift up to 50 lbs at a time and frequently lift or carry objects up to 25
      • Standing for prolong periods of time and able to balance-walk, stand, and crouching on various surfaces without falling
      • Reaching-extending hand(s) and arm(s) in any direction
      • Pushing and pulling-using upper extremities to exert force moving objects in a sustained motion
      • Fingering and grasping -picking, pinching, typing; working primarily with fingers and whole hand
      • Talking-expressing or exchanging ideas by spoken words
      • Close Visual Acuity-work includes visual inspection of small defects/parts
      • Close Visual Acuity-using measurement devices; and/or assembly or fabrication parts
      • Visual Acuity-operate machines, such as drill presses, power saws, and mills and operate motor vehicles and/or heavy equipment
      • Visual Acuity-determine work quality/make general observations of facilities/structures

      Preferred Qualifications:

      • Able Seaman Special or Greater.
