      Schedule: Monday-Friday 8:00am-5:00pm

      Pay Rate: $26.36/hourly.

      Overview:

      The City of Virginia Beach Department of Human Services is seeking a talented Executive Consultant to manage day to day operations necessary to implement financial empowerment strategies, data tracking and coordination as part of the ongoing management of the Bank on Program.

      This position will work closely with leaders throughout the organization to promote financial stability of families in the community through implementation and ongoing maintenance and refinement of the strategies outlined in the 2011 Mayor’s Action Challenge for 500 Families Financially Fit for the Future and the BankOn Virginia Beach Program. The position will also serve as regional coordinator of BankOn Hampton Roads as the program continues to expand into surrounding cities.

      Job Functions:

      • Work closely with city leadership to develop and implement financial empowerment strategies consistent with the goals outlined in the Mayor’s Action Challenge.
      • Serve as liaison between citizens, financial institutions, non-profit and other agencies supporting the department’s financial empowerment strategies.
      • Direct and manage day to day operations of BankOn Virginia Beach program.
      • Align needed policies, procedures, and guidelines for conducting program to ensure effective decision making and efficient operations.
      • Plan and manage events relevant to financial empowerment.
      • Conduct research to gather information and data needed to correctly analyze initiatives.
      • Develop and implement programs to improve access to financial services and products to traditionally underserved consumers and communities.
      • Research and identify funding sources and write grant proposals to solicit program donations and support.
      • Serve as subject matter expert on matters relating to individual financial capability.
      • Serve as liaison between citizens, financial institutions, non-profit and other agencies supporting the department's financial empowerment strategies.
      • Manage day to day operations necessary to implement financial empowerment strategies including the referral process, data tracking and coordination with other service units or city departments.
      • Plan and manage events relevant to financial empowerment.
      • Conduct research to gather information and data needed to correctly analyze initiatives, respond to, and manage grants.
      • Partner with department's divisions, community agencies and financial institutions to identify and link families to the BankOn program.
      • Plan and schedule meetings and maintain communication in a timely and effective manner.
      • Actively pursue grant opportunities.
      • Serve as information specialist on subjects relating to development of individual financial capability.
      • Adequately apply research and statistical techniques to division operations.
      • Make effective group presentations and conduct meetings.
      • Strong verbal and written communication skills; good interpersonal skills.

      Minimum Qualifications:

      • Requires a combination of education (above the high school level/ bachelor’s degree preferred) and/or experience equivalent to eight (8) years in fields utilizing the required knowledge, skills, and abilities such as financial planning, banking services social work or human services, two (2) years of which must have been in a supervisory capacity. Must be proficient in Microsoft Office Suite with ability to master other software programs.

      Requirements:

      • Valid Driver’s License
      • Must be flexible with hours, including some evening and weekend hours.
