      The City of Walnut Creek is seeking an Administrative Analyst I/II to join the Public Works Department. The primary mission of the Public Works Department is to protect and support the City's infrastructure and natural resources. This is accomplished by providing efficient maintenance services and effective engineering services to all City operations, including the permitting and inspection of all work performed within the City right-of-way.

      The Department includes the following divisions: Engineering, Transportation Engineering, Capital Investment Program, Parks, Open Space, Urban Forestry, Maintenance of Streets, Equipment, Building and Traffic, Museums and Leases, Graffiti Removal, Street Sweeping, Clean Water Program and Administration.

The Administrative Analyst I/II – Public Works Department:

      • Monitors the Public Works department budget;
      • Acts as a liaison on administrative matters to various City partners and agencies including the Library and other non-profit organizations;
      • Attends meetings and conferences with department staff, City Commissions, committees, business, or community groups as required such as the Solid Waste Authority (Recycle Smart);
      • Manages leases for City owned property;
      • Coordinates Climate Action Plan objective and reporting for the department;
      • Leads efforts to enhance cross-departmental collaboration, teambuilding, and customer service;
      • Conducts studies of policies, systems, procedures, practices and other matters relating to department programs and management operations, evaluates alternative and formulates recommendations;
      • Prepares a variety of reports, policies, proposals, and correspondence, including requests for proposals, grants and agenda reports; and
      • Develops and delivers presentations to a wide variety of audiences including public outreach for Public Works projects; and
      • Represents the department in a variety of internal activities such as technology and emergency preparedness.

      Requires a bachelor's degree from an accredited four-year college or university with major coursework in public or business administration, communications, or a related field, and two years of experience in a responsible administrative staff/analyst position; or any equivalent combination of education and experience that provides the knowledge, skills, and abilities listed below.

      The ideal candidate will be creative and results-oriented; possess strong interpersonal, communication, and analytical skills; have highly developed collaborative and facilitation skills; have entrepreneurial leanings; and have a strong track record of success in exceeding goals, utilizing traditional and innovative techniques to successfully manage projects and enhance relationships with the peers and the community.

      The ideal candidate for this position will have demonstrated skills and knowledge as follows:
      • Knowledge of the principles and practices of public administration, including goal setting, budgeting, personnel administration, and/or program management, including some knowledge of the functions of a municipal government;
      • Knowledge of and the ability to effectively utilize various computer applications and the ability to serve as an internal application support person;
      • Knowledge of techniques for providing a high level of customer service to the public and City staff, in person, and over the telephone;
      • Knowledge of techniques for effectively representing the City in contact with the public, governmental agencies, community groups, and various business and professional organizations;
      • Knowledge of the principles and practices of operational and organizational analysis;
      • Knowledge of research techniques, statistical methods, and report writing, and skill in researching, compiling, analyzing, and evaluating data, and making sound independent recommendations;
      • Skill in applying for grants, obtaining and administering projects with successful grant proposals;
      • Skill in establishing and maintaining effective working relationships with others;
      • Advanced skill in communicating effectively in English both orally and in writing; making oral presentations; and preparing clear, concise, and accurate written materials;
      • Skill in maintaining accurate records and files;
      • Skill in using tact, initiative, and independent judgment within general policy and legal guidelines in politically sensitive situations; and
      • Skill in multi-tasking and meeting simultaneous deadlines.
      Special Requirement: Possess a valid California Class "C" driver's license and a good driving record. Attend occasional evening and weekend activities.

      SELECTION PROCESS:

      Appraisal Process – (Pass/Fail) After the closing deadline, applications will be screened in relation to the criteria indicated in this announcement.

      Application – Minimum Qualification Assessment - (Pass/Fail) All completed applications and supplemental questionnaires will be reviewed and assessed for each applicant's ability to meet the minimum work experience, training, and education qualifications.
      Remote Screen Interview Exam – (Pass/Fail) Candidates who pass the application assessment will be invited to a Remote Screen Interview Examination to evaluate training, experience, and other job-related qualifications for the position. The Remote Screen Interview will be conducted via a video conference platform and is tentatively scheduled for the week of January 22, 2024.
      Skills Assessment – (Pass/Fail) Candidate who pas the Remote Screening Interview Examination may take part in a Skills Assessment, which may be used to evaluate candidate’s knowledge, skills, and abilities for the position and is tentatively scheduled for the week of January 29, 2024.
