      Duties


      • You will serve as the Business Financial Manager (BFM) supporting NIWC Pacific, assigned to a Department, or Service Center, as a direct report to the applicable Department Lead/Supervisor
      • You will perform staff administrative analytical and evaluative work related to program operations, and management and organizational efficiency and productivity.
      • You will provide expert technical and programmatic advice, guidance, and recommendations to line managers and stakeholders for making decisions on the administrative and programmatic aspects of agency operations and management.
      • You will undertake and complete complex tasks with multiple dependencies independently, mentor's others regularly, and leads others to accomplish complex goals.
      • You will provide objectively based information to line managers and stakeholders for making decisions on the administrative and programmatic aspects of agency operations and management.

      Requirements


      • Must be a US Citizen.
      • Must be determined suitable for federal employment.

      • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
      • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
      • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
      • Generally, current Federal employees applying to STRL jobs must serve at least one year at the next lower grade level. All qualifications and pay band requirements must be met by the closing date of this announcement and documented in your resume.

      Qualifications


      NO-04:
      Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or NO-04 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: developing and executing phasing plans to monitor and project burn rates in order to prevent over execution and ensure year end targets are met, use Information Technology (IT) tools and processes to extract data from IT systems and develop analytical dashboards for presenting to management, and analyze financial management strategies, analyze financial management execution and clearly articulate or brief the status of program funds to a wide group of individuals to include peers and leadership.

      NO-03:
      Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or NO-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Ability to extract data from IT systems and provide financial reporting to project management, using Information Technology (IT) tools and processes, such as Navy ERP, Microsoft Excel, and Business Objects (BObj) or other similar tools, assist in tracking project related expenditures and transaction, ability to use analytical tools and layout visualizations of data to aid in business decisions, conduct financial research including interpretation of laws and regulation, and using IT sources to record procurement status, provide information for decision making and resolve complex financial issues, with oversight, ability to analyze financial management strategies, and financial management execution.


      NO-02:
      Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-04 grade level or NO-02 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Ability to organize financial information to monitor fiscal constraints with meaningful metrics in accordance with laws and regulations, with assistance ability to perform data analysis and present analytical ideas and facts in writing, in a clear, convincing, and organized manner, knowledge of business Information Technology (IT) tools and processes, to assist in tracking project related expenditures and transactions.
