      Job Title: Administrative Support Associate IV

      Department: Health - Clinical Services

      External Hiring Range: $21.04 - $24.94

      Compensation Grade: 2004

      Pay Range: $21.04 - $30.34

      This position will assist with services in the clinic which may include STI, Family Planning, and Immunization clinics as well as assisting with our refugee health program.

      Purpose of the position:

      This position provides administrative support in a variety of functions, requiring specialized skills to a particular program, department within the organization.

      Minimum Education, Training and/or Experience (required at time of hire):

      High school or equivalent; and a Minimum of five (5) years of progressive office experience including customer service experience; or an equivalent combination of education and experience.

      Additional Training and Experience:

      • Demonstrated proficiency using computer and programs including Microsoft Office suite at the advanced level including Word, Excel, Access, and PowerPoint.

      • Bilingual preferred but not required

      Essential Functions of the position:

      • Perform complex and moderate to difficult clerical work including but not limited to record processing, bookkeeping and accounting, secretarial and general office support functions involving a variety of tasks.

      • Provide internal and external customer service via phone, email, and in person; responds to inquiries, take messages, and refer inquiries to the most appropriate parties.

      • Interpret and explain policies, procedures, records, etc.

      • Maintain appointment calendar(s) and schedule appointments

      • Use computer software along with internal County programs to process information, letters, forms, reports, schedules, emails, manuals, booklets, requisitions, purchase orders, and related paperwork; complete forms and compose letters.

      • Establish and maintain specialized paper and electronic office files; file letters, reports and related technical or confidential information in a prescribed manner.

      • May accept payments for fees, fines , goods, or services as required by the department and use established regulations for accounting for same; duties may include some bookkeeping

      • Exercise confidentiality in performance of job duties, including knowledge of organization, recommendations, legal documents, contracts, and other sensitive information; assure security and confidentiality of such information and documentation.

      • Routinely conduct research and analysis for unit or special reports or special assignments.

      • Perform other related duties as assigned.

      Knowledge, Skills, Abilities:

      • Knowledge of office or work unit procedures, methods and practices.

      • Knowledge of services, policies and procedures related to a program or area of specialization;

      • Thorough knowledge of program information systems in order to communicate and process information;

      • Knowledge of all services provided by programs within the division and the policies and procedures that govern the work of the division.

      • Ability to demonstrate and apply this knowledge in performance of administrative tasks;

      • Ability to explain and interpret information to clients/customers and staff; Ability to clearly convey information and ideas through a variety of media to individuals or groups.

      • Ability to compile, assimilate and organize both printed and electronic information. Ability to apply knowledge of data collection, storage, organization, manipulation and/or analysis of data.

      • Ability to utilize office equipment and other relevant technology (software and systems) to meet organizational needs.

      • Ability to identify and understand issues, problems, and opportunities; use effective approaches for choosing a course of action or developing appropriate solutions.

      • Ability to present ideas clearly and effectively in written form; ability to adjust language or terminology to meet the needs of the audience; ability to use correct grammar, organization, and structure.

      In order to uphold internal pay parity and equity, salaries are non-negotiable for new and current Buncombe County employees. All new employees are paid according to their years of relevant education and experience above minimum requirements for the position and employees have the opportunity to obtain pay increases via cost of living increases and promotions.
