      The Liquor and Cannabis Regulation Branch (LCRB) oversees the regulation, licensing and compliance of liquor establishments and events and non-medical cannabis retail stores. The branch works to protect public safety and to minimize the health and social harms of alcohol and non-medical cannabis. The Branch issues licenses in B.C. for making and selling liquor and for non-medical cannabis private retail sales. It currently regulates 10,000+ licensees, including pubs, bars, lounges, stadiums, nightclubs and restaurants, liquor stores, breweries, distilleries, wineries, and UBrews/UVins. In addition, the Branch regulates almost 30,000 Special Event Permit events, for events like concerts and weddings each year.

      The LCRB is comprised of the Assistant Deputy Minister’s Office (ADMO) and three divisions: Licensing Division (Licensing and Local Government Liaison), the Compliance and Enforcement Division (both regional and HQ), and the Corporate and Strategic Services Division.

      The Compliance and Enforcement Division (C&E) educates licensees about their responsibilities under British Columbia's liquor and cannabis laws and policies, and the terms and conditions of their particular licence. The Compliance and Enforcement Program for licensees promotes voluntary compliance with provincial liquor and non-medical cannabis laws through education and outreach, while monitoring for contraventions.

      Reporting to the Area Supervisor, the Liquor and Cannabis Inspector has responsibility for all liquor and cannabis licensees within one or more assigned areas of a region. The Liquor and Cannabis Inspector works independently under the general direction of the Area Supervisor and is the key contact and advisor for compliance and enforcement activities within an assigned area. The Liquor and Cannabis Inspector delivers the compliance and enforcement program throughout that area based on the operational priorities and service delivery standards of the Division. Inspectors will inform themselves of the issues and trends by analysing compliance and other data and developing strategies to ensure compliance. Based on program needs, the Liquor and Cannabis Inspector may be assigned as the primary inspector and subject matter expert for compliance and enforcement activities specific to liquor manufacturing or another portfolio as necessary. On occasion, based on operational needs, the Inspector may be required to work in other geographical areas of the province.

      Job Requirements:
      In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:

      Education, training and experience:

      • Bachelor’s degree in a related field (social sciences, health sciences, criminology) plus at least 1 years’ experience in each of the following:
        • Working in an environment requiring regulatory oversite and application of legislation at a federal, provincial, or municipal level.
        • Working with the application of policy and procedures.
        • Performing duties that include gathering, assessing, and analyzing evidence including taking or recommending enforcement action.
      • An equivalent combination of education, training and related experience may be considered.

      Preference may be given to applicants with the following:

      • Two or more years experience in each of the above experience criteria.
      • Two or more years experience conducting field-based regulatory inspections.
      • 1 or more years experience making decisions and recommendations regarding enforcement actions and penalties.
      • 1 or more years’ experience giving direct evidence and withstanding cross examination.

      Provisos:

      • Must possess a valid BC driver’s license.
      • Successful completion of security screening requirements of the BC Public Service, which may include a criminal records check, and/or Criminal Records Review Act (CRRA) check, and/or enhanced security screening checks as required by the ministry.

      Working conditions:

      • May be required to travel alone, late at night in remote areas of the province, under a variety of weather conditions.
      • Ability to work hours that correspond to licensed establishment business hours such as evenings, nights, weekends, and holidays.
      • The Liquor and Cannabis Inspector spends a significant amount of time working in the field in a non-traditional work environment. The nature of this works requires the Inspector to travel great distances by car, do a considerable amount of walking and be able to negotiate movement in busy establishments which can include crowds, dim lighting, stairs, and loud noise. The work environment can include outdoor spaces with uneven terrain.
      • May be required to use privately owned vehicle in carrying out job duties.
