The Team Lead, Program Evaluation leads a multi-disciplinary team delivering evaluation services to the division and projects that support program integrity and service quality across BC Employment and Assistance programs. The Team Lead provides leadership and coordination to larger projects while developing and empowering the team to deliver multiple concurrent projects. These evaluation projects and activities have a direct impact on divisional business objectives. They incorporate analysis related to technology, business process reviews, and continuous improvement initiatives, including collecting qualitative and quantitative data and observations of service delivery programs to make recommendations to improve program delivery and citizen outcomes.
Job Requirements:
• Graduate degree in social sciences, business or public administration, program evaluation, statistics, economics or equivalent and a minimum of one (1) year related experience; OR
• Degree in social sciences, business or public administration, program evaluation, statistics, economics or equivalent and a minimum of two (2) years related experience; OR
• Diploma in the related field and four (4) years related experience; OR
• Certificate from a recognized institution in the related field and five (5) years related experience; OR
• An equivalent combination of education and experience may be considered.Related experience includes:
• Experience in analyzing and evaluating program performance.
• Experience applying program evaluation and performance management theories, principles, models and related systems/technologies.
• Experience managing and leading program and/or policy projects, leading project teams, developing project deliverables, assessing progress and taking/recommending corrective action.
• Experience drawing evidence-based conclusions to support practical recommendations on complex systems or issues.Preference may be given to applicants with one or more of the following:
• Experience in innovative disciplines and concepts including human-centered design, behavioural insights, agile, scrum methodology, complexity theory, systems thinking, strategic foresight.
• Experience supervising teams in a unionized environment and building team cohesion and engagement.
• Experience leading or coordinating multiple, concurrent projects.

Flexible work options are available; this position may be able to work up to #4 days at home per week subject to an approved telework agreement.
