- Evaluate complex sets of data and formulate effective plans, procedures, and programs related to maintenance of vehicles, labor, parts/inventory, fuel, and vehicle replacement cycles

- Read and comprehend technical manuals to install, configure, and troubleshoot personal computer hardware and software

- Demonstrate knowledge of Microsoft Office (Word, Excel, Outlook, etc.) and Fleet software applications such as the FASTER Fleet Management, EKOS Fuel Management systems, & Samsara telematics platform
- Enter all new vehicle data into appropriate categories, and purge out of service vehicles in a timely, accurate method
- Initiate vehicle title work with Adams County as new vehicles arrive.
- Perform tasks independently with minimal direction to assist the Fleet Supervisor, Crewleader and Fleet Manager in projects
- Demonstrate knowledge of local, state, and federal fuel storage and dispensing laws and regulations
- Exhibit great attention to detail and a high level of organization
- Independently assess workload, and prioritize and determine appropriate course of action
- Maintain above-ground fuel storage distribution equipment and pumps
- Providing support to users and ensuring data integrity of the FASTER Fleet Management, Trak Fuel Management, and Veeder-Root Fuel Tracking Systems
- Entering information into Fleet databases, and ensuring accuracy and integrity of information entered by users and reflected in reports created
- Creating and maintaining foundational tables, codes, and formulas in the Fleet systems to produce accurate reports in FASTER
- Providing information to vendors for the purpose of conducting business through electronic file transfer of information
- Writing reports to supply information in exportable formats for use with other software systems citywide
- Troubleshooting problems with the system users and applications
- Organizing information, menus, reports, and other data for easy access by system users
- Interfacing Fleet systems with other software systems citywide
- Coordinating technical troubleshooting, upgrades, and enhancements with IT staff, consultants, and FASTER support
- Auditing systems to ensure data integrity and proactively identify anomalies
- Providing training and workshops to general users on how to use the Fleet systems
- Assisting the Fleet Manager with project development, assistance, and management of Fleet-related initiatives
- Making recommendations on vehicle life, preventative maintenance and scheduling, and fuel purchasing by using data generated by Fleet systems to enhance operations
- Writing reports, and researching and developing statistical information for the Fleet Manager and budget staff for compliance reporting and internal reports, such as performance measures, staffing reports, and citywide work plans
- Taking organizational initiatives, and assisting with establishing project goals and objectives, steps, timelines, and overseeing/carrying out steps for project completion
- Managing the City's vehicle title and registrations with Adams County, including title transfer from manufacturer or dealer to the City and to the auctioneer/buyer at time of vehicle surplus
- Tracking daily fuel transactions
- Ordering and receiving of bulk fuel deliveries to multiple locations
- Polling fuel tanks and transferring Veeder-Root data and EKOS data into FASTER system to reconcile fuel output
- Reviewing permit application and coordinating permitting with the Colorado Department of Public Health
- Performing required inspections and minor fuel site upkeep of City fueling sites and aboveground storage tanks to maintain regulatory compliance, permits, tank warning decal upkeep, spill control product inspection, and dispenser filter replacement
- Coordinating fuel site repairs with appropriate third-party repair facilities
- Planning and presenting information regarding fuel usage and policies to users
- Assisting with completion of the annual report
- Updating records and reporting to the Colorado Department of Health and Environment as required
- Assisting the Fleet Manager with program administration
- Participating in community-oriented programs, business groups, and City task force groups
- Using appropriate oral and written communication with the public and City staff to provide public information and explanation of activities
- Providing data to consultants and other City staff
- Offering feedback on the development of various policies and initiatives
- Providing support in the coordination of fleet operations with other departments, divisions, and customers
- Maintaining appropriate courtesy while with the public
- Presenting a professional appearance and demeanor
- Preparing and submitting effective written reports, memos, activity logs, etc., to all levels of the organization
- Operating City vehicle

- Graduation from an accredited four-year college or university with course work in Business Administration, Public Administration, or related field
- Two (2) years of administrative experience
- A strong background in and knowledge of application and data management and report writing
- Working knowledge of modern office practices, procedures, and methods, including knowledge and proficiency with Microsoft Word, Outlook, Excel, and PowerPoint and databases
- Excellent human relations skills, excellent analytical skills, good conflict management skills, a strong participative management orientation, and a strong detail and results-oriented style
- Must possess a valid driver's license, provide proof of a safe driving record, and maintain a safe driving record for continued employment
- Knowledge of Fleet Management or asset management practices
- Knowledge of fuel dispensing, storage, and purchasing practices
- Knowledge of Crystal reporting
- Knowledge of FASTER, EKOS, Samsara, and Veeder-Root systems
- Constant sitting to perform daily tasks; occasional walking through a multilevel facility to retrieve information; frequent standing, sometimes for extended periods
- Frequent squatting, reaching above shoulder, and twisting to file documents and lift supplies and materials; occasional bending, kneeling, climbing, balancing, and reaching below shoulder to store documents, materials, and supplies
- Constant light grasp, fine manipulation, and handling to perform daily duties; occasional firm grasp to safely use equipment
- Frequent lifting, carrying, pushing, and pulling of up to ten (10) pounds to move materials and supplies; occasional lifting, pushing, and pulling of up to twenty-five (25) pounds with dollies and carts

The Applications Specialist, Fleet Maintenance, is a professional, technical position that assists the Fleet Manager in budget support, analysis, and development and implementation of citywide programs. The position is responsible for application and data management of the Divisions FASTER fleet management, EKOS fuel management systems, and Samsara telematics platform, as well as providing technical and administrative support to the users of these systems. The Application Specialist creates and maintains complex reports used by the Fleet Manager and budget staff for governmental reporting, performance measurement and various other internal information needs. The position coordinates the interface of the FASTER system with other software systems and vendors, i.e., EKOS, Samsara, and onsite third party parts room operation. Incumbent will act as a liaison between Information Technology staff, consultants, and vendors to coordinate system upgrades, technical troubleshooting, and testing. The Applications Specialist is also responsible for onsite maintenance and monitoring of above-ground fuel storage equipment and managing the City’s fuel program to ensure accurate recording of usage and environmental compliance as required by state and federal laws.
The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate.
