Regulatory Proficiency: Develop expertise in Connecticut State Building Codes and national standards like IBC, IRC, NEC, IPC, IMC, and energy codes.
Permitting and Inspection Skills: Gain knowledge of permit application reviews, plan assessments, and construction site inspections to ensure compliance.

Legal and Ethical Understanding: Acquire knowledge of the legal framework governing building officials, including enforcement procedures and property regulations.
Effective Communication: Hone interpersonal skills to engage with contractors, homeowners, and municipal officials regarding project guidance and permitting.
Field Training: Participate in hands-on training at construction sites to identify code violations and implement corrective measures.
Certification Preparation: Work progressively toward obtaining the required certification within one year of hire.
The required skills and knowledge for this position are typically attained through graduation from a Vocational Technical School or completion of an apprenticeship program in a construction-related trade, coupled with three years of experience in the construction field.
Technical Skills: Proficiency in interpreting engineering and architectural drawings and specifications.
Physical Capability: Ability to perform inspections on construction projects in progress.
Record Management: Competence in creating and maintaining accurate records, reports, and logs.
Customer Service: Strong skills in providing courteous and effective service to members of the public.
Software Proficiency: Familiarity with permitting and related software applications.
Adaptability: Capacity to work in adverse weather conditions, such as heat, cold, rain, or snow.
Interpersonal Skills: Ability to establish and maintain productive and respectful relationships with state and federal officials, town representatives, public officials, and other departments and agencies.
Communication: Effective verbal and written communication skills.
Confidentiality: Commitment to maintaining the confidentiality of sensitive information.
Regulation Enforcement: Ability to enforce regulations with courtesy, tact, and impartiality.
Applicants must, at minimum, be actively enrolled in the State of Connecticut Building Official Pre-Licensure Training Program. Certification as an Assistant Building Official or Building Official must be obtained within one year of hire.
Additional requirements include:
Possession of a valid Connecticut Motor Vehicle Operator’s License.
Graduation from a standard senior high school or attainment of a GED equivalent.
At least three years of experience in general construction or related fields.
Proficiency in the Microsoft Office Suite.
The Town of East Hartford is seeking a motivated and collaborative individual with aspirations to become a certified Building Inspector. Under the general supervision of the Chief Building Official, this role involves assisting in the responsibilities of the Assistant Building Official. Duties include inspecting construction, repairs, alterations, and additions—such as heating, plumbing, electrical, and other mechanical system installations—for compliance with the State Building Code.
The selected candidate is expected to obtain certification as an Assistant Building Official or Building Official within one year of hire. Based on their qualifications, the candidate will transition into one of the Town’s specialized Assistant Building Official roles.
Commitment Requirement: The successful candidate must commit to a minimum of four years of employment with the Town of East Hartford after transitioning to the Assistant Building Official position.

Plan Review and Permit Issuance Support the evaluation of building plans and permit applications to verify compliance with Connecticut State Building Code and local regulations.
Inspections Under supervision, conduct on-site inspections of construction projects to ensure alignment with approved plans and applicable codes.
Code Enforcement Identify violations of building codes, document findings, and propose corrective measures. Investigate complaints related to building code infractions and take appropriate action. Assist members of the public by providing guidance on permitting and project compliance.
Public Interaction Address inquiries from contractors, property owners, and other stakeholders regarding building codes, regulations, and permitting processes.
Record Keeping Maintain thorough and accurate documentation of inspections, permits, and enforcement activities.
Professional Development Engage in training programs to advance toward obtaining state certification as a Building Official.
Additional Responsibilities Perform other tasks as assigned by the Chief Building Official and the Director of Development.
