      The Mission of the Department of Public Instruction:
      The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the state's public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education.

      The North Carolina Department of Public Instruction is seeking applicants for an Education Program Consultant III (Working Title: Assistant Director of Early Literacy) for our Office of Early Learning.
      The Office of Early Learning (OEL) is responsible for providing leadership, technical assistance, professional development, and other support to local education agencies for the implementation of evidence-informed practices in Preschool - Grade 3 programs. Our office promotes the alignment of Preschool - Grade 3 program components to address the unique needs of young children and their families, with an emphasis on standards, curricula, assessment, and evidence-informed instructional practices.

      This position is responsible for coordinating, aligning and supporting the application and professional development of the Excellent Public Schools Act. This position will provide appropriate support and services to NCDPI Office of Early Learning staff, to increase aligned coaching capacity with the intent to establish a cohesive, sustainable, statewide Science of Reading tiered coaching implementation model. The position will be required to work with OEL Leadership, Regional Directors OEL Consultants, Literacy Facilitators and Early Literacy Specialists to identify the needs of regions/districts to prioritize, organize and provide technical assistance as it relates to the Excellent Public Schools Act.

      This position provides support to the Office of Early Learning leadership in drafting, editing, and preparing reports, presentations, grant applications, and other written communications that may be submitted and/or disseminated to various stakeholders.

      This position plans and arranges meetings with boards, commissions, legislative, or stakeholder groups to support and align all Office of Early Learning and Excellent Public Schools Act legislation and policies as assigned by the Director of the Office of Early Learning.

      This position includes statewide travel on a regular basis, as well as some out of state travel.
      Additional duties as assigned.

      Knowledge, Skills and Abilities / Competencies

      • Demonstrated experience with federal and/or state laws, and/or policies related to Read to Achieve and/or Early Education within the Preschool - Grade 5 continuum.
      • Demonstrated experience with evidence-informed literacy practices aligned to the Science of Reading.
      • Demonstrated experience with LETRS for Administrators, Early Childhood LETRS and/or K-5 LETRS.
      • Demonstrated experience formulating, planning and/or managing multiple projects.
      • Demonstrated experience preparing and/or presenting formal proposals/recommendations to state and/or district leaders.


      Minimum Education and Experience Requirements

      Some state job postings say you can qualify by an "equivalent combination of education and experience."       Master's degree in the education field to which assigned from an appropriately accredited institution and five years of progressively responsible experience in the assigned area of public education with at least two of those years in a supervisory/lead capacity; or an equivalent combination of education and experience.
