- Receiving, documenting, and resolving complaints using a variety of conflict resolution strategies;
- Assist with responding to concerns that come through the EOMB’s email account, phone number, walk-ins, etc.;
- Conducting initial consultations with City employees to assess concerns and determine appropriateness for service;
- Assist with collecting data and tracking perform of EOMB operations
- Analyzing short and long-term data to identify issues that may be affecting workplace climate and culture and may require escalation or remediation from City leadership;
- Monitoring system performance, analyzing data and preparing written reports;
- Assist with drafting written reports and recommendations to City agencies and officials to address concerns, adjust policy or procedure, support the work of the EOMB and otherwise improve overall workforce environment;
- Assist with publishing data and informational resources to support City employees;
- Conduct community outreach and appearing in public forums to present the EOMB’s work and encourage community and stakeholder engagement;
- Assist with the creation and dissemination of fliers, brochures, and other written materials needed to promote the EOMB; and
- Conduct research and support practices relevant to an inclusive, supportive and healthy workforce and workplace environment.

- Problem solver: Ability to recognize problems, analyze employee concerns, foresee and navigate barriers to resolution, facilitate solutions and be self-directed in order to achieve best results for individuals and the Office.
- Excellent communicator and listener: Ability to explain concepts to various audiences, cultivate trust with employees of various identities through thoughtful and intentional interactions, listen without judgment and provide impartial objective guidance.
- Demonstrated conflict resolution acumen that allows for ease of collaboration and cooperation while managing competing priorities.
- Ability to interpret and evaluate administrative rules, policies, and procedures.
- Bachelor’s degree or equivalent work experience is required.
- Minimum of 5 years project management, or similar work experience is required.
- Experience in dispute resolution, mediation, human resources or human development is recommended.

Agency Description
The Office of the Employee Ombudsperson (EOMB) is the first of its kind in the City of Philadelphia tasked with providing guidance to all City employees (regardless of classification) on workplace conduct issues. Our work is achieved through educating and advising employees on available options for resolution, informally resolving work related conflicts and concerns when appropriate, and advocating for fairness and improved workplace culture.
Reporting to the Chief Administrative Officer, the Office of the Employee Ombudsperson works collaboratively with various City departments to internally resolve workplace related concerns thereby building a strong, healthy working environment that champions diversity of identity and thought. The EOMB is tasked with recommending actions and proposing policy changes to create a more positive work environment for all City employees.
Job Description
The Office of the Employee Ombudsperson Assistant Ombudsperson shall serve under the direction of the Ombudsperson. An ideal candidate is fair-minded, compassionate, and inquisitive with a demonstrated ability to exercise sound judgment and maintain confidentiality.

Working hours are generally 37.5 hours per week. Our team is currently hybrid with both virtual and in-office days, however the position can opt to come in the office each day if desired.
Qualifications
Public sector/ municipal experience is a strong plus.

Salary Range: $77,397.00 - $95,000.00
