Description
The Department of Transportation and Public Works has an exciting opportunity for an Assistant Laboratory Manager in the Construction Materials Lab. in the Construction Division. This position will be responsible for coordinating Materials Lab testing & inspection activities and provide Supervision of subordinate lab staff.
The Material Lab is located in Maryland Heights. The annual starting salary will be between $74,401 and $89,273 and will be based on experience and qualifications. Examples of Duties
Essential Function Examples
Supervise Materials Lab Staff. Assigns staff, equipment and materials to projects, including training subordinates and providing technical expertise and instructions to engineering technicians, engineers, material suppliers, and contractors; monitoring production of materials from manufacturing plants. Participates in employee performance review and appraisal, providing accurate information for the appraising supervisor.
Ensures that laboratory and personnel are complying with contract specifications and Quality Control Manual requirements; Ensures that laboratory and personnel are complying with Federal-Aid Independent Assurance Sampling and testing requirements;
Serves in the absence of the Laboratory Manager.
Research & coordinate Construction Division staff training on construction methods & practices - Concrete paving, Asphalt paving, structures.
Recommend pavement rehabilitation treatments and project scoping items with respect to existing pavement conditions, history, and planned future investment/service life data provided by others.
Oversee the Construction Division review, update, and alignment of the Standard Specifications, Job Special Provision, Standard Drawings, and Resident Engineers' Guide.
Coordinate Lab & Inspection staff certifications & renewals including testing and acquisition of study materials.
Materials Engineering - Ensures that manufactured materials from local quarries and sand plants are tested for quality properties annually; review hot mix asphalt mix designs for specification compliance as submitted; reviews and revises concrete mix designs bi-annually
Forecasts in-house testing needs for the upcoming year and budgets for material and equipment as appropriate.
Municipal Testing Program Administration - Effectively communicates with officials of various municipalities and other agencies to plan and schedule municipal testing activities; Reviews reports to be submitted to outside agencies for completeness and accuracy; Tactfully informs representatives of municipalities when materials they submit do not meet the specified tolerances to produce relevant test results; Supervises the compilation of end-of-month municipal testing reports and billing statements. Reviews reports and billings for accuracy and completeness; Forecasts municipal testing activity for upcoming years for budgeting purposes; bi-annually reviews schedule of testing and inspection fees.
Training and Certification Program Management - Plans and budgets for American Association of State Highway and Transportation Officials (AASHTO) laboratory certifications jointly with the Laboratory Manager; Plans and budgets for AASHTO Materials Reference Laboratory (Re:Source) and Cement and Concrete Research Laboratory (CCRL) laboratory proficiency testing;
Ensures that the Material Testing Laboratory's Quality Control Manual meets all AASHTO, Re:Source and CCRL requirements for certification;
Plans and schedules personnel for actual performance of tests; Ensures that personnel and equipment are prepared for laboratory inspections by Re:Source and CCRL; Prepares corrective actions and written responses for unfavorable proficiency test results (ratings less than 3) and laboratory inspection findings;
Coordinates subordinate technician training by training supervisors and subordinate technicians in the performance of non-routine tests, ensuring that laboratory and personnel are adequately trained in routine testing and following established written procedures; Coordinates Division of Personnel and computer training for technicians; Coordinates certification or re-certification and arranges testing and acquisition of study materials for Missouri Department of Transportation (MoDOT) and American Concrete Institute (ACI) Certification programs.
Marginal Function Examples
Information Technology (IT) support & Data Bases - Assist the IT Department by maintaining and upgrading computer hardware and software for Construction Division. Take care of minor computer/printer problems. Maintain various databases used in the Materials Lab. Instructs clerical personnel, engineering technicians, engineers, and Division Managers on policy, software, and IT equipment changes.
Perform other duties as required or assigned.
Minimum Qualifications
Licensed as a Professional Engineer preferably by the Missouri Board of Engineers, Architects and Land Surveyors and five years of related experience or any equivalent combination of education and experience. A current, valid driver's license is also required.
Prefer construction material testing experience, field and laboratory material testing certifications along with supervisory experience.

A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant's education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available. The selection committee will admit to the interview only those persons who possess the most job related qualifications and may establish admittance criteria beyond the minimum qualifications stated above.
Responses provided to the interview questions listed under the Supplemental Question heading of this posting will comprise 100% of the applicant's earned grade. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment. Once questions are scored, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire. Candidates have 3 days to complete the required questionnaire.
The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision.
All applicants conditionally offered a merit position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Screening will be performed by a reputable clinical laboratory. The cost of screening will be covered by the County.
