- Assist the Director in administering economic development and planning initiatives, including budget preparation, neighborhood planning, marketing priority sites, grant writing, capital improvement planning, riverfront planning, master planning, community outreach and general project management activities.
- Collaborate with the Urban Planner to prepare recommendations and reports for the Planning Commission, Board of Appeals on Zoning, Historic District Commission, and City Council on planning, development review, and other related issues.
- Provide daily in-house support for planning and economic development activities.
- Conduct short-term and long-term research on planning, development, market conditions, housing and other related issues.
- Lead or contribute to the preparation of plans, strategies, and analyses.
- Research additional funding sources for local and regional government initiatives and prepare and submit applications as directed.
- Conduct community and demographic research utilizing Placerai.
- Performs other related duties as required.
- Bachelor’s degree in Urban Planning or related field with emphasis on communication, social science, public administration, finance, economics or marketing.
- Two to five years of experience in city planning, economic development, or small business assistance.
- Prior experience in grant writing and project management, preferred.
- Demonstrated research and analytical skills, preferable with experience using Placerai.
- Knowledge of Michigan Economic Development Incentives, Tax Increment Financing statutes, zoning codes and other relevant ordinances.
- Familiarity with ArcGIS.
- Proficient in Microsoft Office, including Word, Excel, and Outlook.
- Strong written and oral communication skills.
- Must be conversant with rudimentary public hearing and administrative hearing procedures and be able to conduct public hearings.
- Must possess a valid Michigan driver’s license.
- Ability to represent the City at various meetings, which may require extended hours and evenings as needed.
- Drives a city vehicle.
- Conduct field inspections of sites and developed properties outside of the office.
- Attend meetings in the community outside of City Hall.
The Assistant Planner is a professional position that provides a pivotal role in supporting the growth and well-being of businesses and residents within the City of Saginaw. The primary focus is on aiding local and regional initiatives in community development, economic growth, and planning. Additionally, the role involves providing administrative and planning support to the Director of Planning & Economic Development.
