      Role Responsibilities

      Strategy

      • Ensure that there is adequate support (people, processes, tools, frameworks, systems) in the Country for necessary FCC/FCSO controls.
      • Set and implement the vision, strategy, direction and leadership for the Country, consistent with the vision and strategy for FCC/FCSO and in support of the Group’s strategic direction and growth aspirations

      Business

      • Analyse comprehensive impact of financial crime related regulatory matters on the relevant business area and its operations.

      • Support relevant stakeholders to make decisions based on current and possible future policies, practices, and trends.

      • Regularly engage with stakeholders and senior management to understand their requirements, and address their concerns pertaining to data analytics and underlying risk assessment outcomes

      • For technical roles, write production quality code. Adhere to the best practices in coding (SQL/ HQL), writing unit tests, etc.

      Processes

      • Act as Process Owner for FCC-owned (sub-) processes under the Group’s Risk Management Framework, including implementation and roll-out of relevant processes and DOIs.
      • Engage with PMM and SPOT team to perform threshold tuning / retuning for detection scenarios and risk indicators across products such as CASA, Trade, CC, SS and FM
      • Review and guide PMM team regarding segmentation of customers as per the Global Segmentation Model in force at SCB
      • Review data for case detection scenarios and risk indicators across products such as CASA, Trade, CC, SS and FM to understand underlying risks and engage senior management for risk decisioning.
      • Be vigilant and identify possible issue/ risks around the process and escalate to management and work with management to address the same
      • Review all System change management, Business rule validations, Enhancements and Detection Scenario implementation.

      Risk Management

      • Understand technical aspects of systems relevant to CDD, Client Risk Assessments, Name and Transaction Screening, AML Monitoring and Case Management
      • Ensure that detection scenarios that are developed and deployed are fit-for-purpose.
      • Apply Group and FCC policies and processes (AML surveillance, client screening, risk assessment) to manage risks.
      • Make recommendations (and/or implement) to relevant stakeholders on possible risk management responses to identified risks and/or findings of concerns from investigations.
      • Assess risks arising from products / segments / geographies / customers / transactions.
      • Analyse significant financial crime risk events (e.g. SAR’s, non-compliant transactions, production orders) to ensure that all connected parties, particularly cross-border are identified and reported at the appropriate levels internally as well as externally across all relevant jurisdictions.
      • Advise relevant stakeholders on outcomes of [AML/Sanctions/ABC] risks identification and assessment methodologies
      • Apply risk and data analytic tools/techniques to optimise and tune relevant detection scenarios, and screening and monitoring systems.
      • Provide intelligence inputs to support calibration of bank’s Risk Methodologies (including aggregate client risk, product risk and country risk assessments).
      • Apply risk and data analytic tools / techniques to optimise and tune relevant detection scenarios, and screening and monitoring systems.
      • Ensure that the relevant lists and database as used by the screening systems are up-to-date
      • Ensure that detection scenarios that are developed and deployed are fit-for-purpose

      Governance

      • Support senior oversight of FCC country
      • In the event of serious regulatory breaches, or where risk tolerances have been breached, ensure senior management and relevant regulators are informed and that actions are taken quickly to remediate and/or activities are ceased
      • Provide leadership to the FCC/FCSO network as part of the Group senior FCC management team.
      • Propose control improvements, enhancements and simplifications where appropriate.

      Regulatory & Business Conduct

      • Display exemplary conduct and live by the Group’s Values and Code of Conduct.
      • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
      • Lead the Bangladesh Case Investigation Team to achieve the outcomes set out in the Bank’s Conduct Principles: [Fair Outcomes for Clients; Effective Financial Markets; Financial Crime Compliance; The Right Environment.] *
      • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.
      • Ensure compliance to Bangladesh Financial Intelligence Unit (BFIU) prescribed responsibilities for the Bank as that may be applicable to country CFCC and CFCC Case Investigations.

      Our Ideal Candidate

      Education:

      • Post Graduate degree in Management/Statistics/Mathematics OR
      • Graduate degree in Engineering from a reputed institution

      Experience

        • Minimum 4 years’ experience in the area of data analytics and modeling using statistical tools and packages
        • Able to analyze data trends and out of pattern activities, working knowledge on data models and construct SQL queries and extract data for the given business requirement.

        • Analysis skills: able to analyse data, independently assimilate, analyse and evaluate information from disperse data sources to identify potential risk for the bank and determine a course of action (e.g. case closure or escalation), and record and communicate this decision clearly and concisely.

        • Experience in Compliance, Financial Crime Compliance, Risk Management or other Control functions will be highly valued

        • Strong inter-personal skills, excellent communication skill both in written and oral English and Bangla

        • Ability to handle complex situations, ability to make decisions and action accordingly

        • High level of organizational skills. Ability to command respect from people
        • Ability to prioritize, cope with a wide range of duties and flexibility to deliver within short deadlines

      Technical Skills

      • Good problem solving abilities, ability to work independently and proactively and possess good communication skills.

      • Proficiency and hands on experience of any of the programming solutions including SAS, SQL, R, Python, PySpark, HQL etc.
      • Good knowledge of relational databases like Oracle, SQL Server, MySQL, DB2 and HaaS (Hadoop) with experience with SQL / HQL scripting
      • Familiarity with HTML, CSS, JavaScript frameworks, basic software development productivity tools like Git, Jira, Confluence will be an advantage

      Analytics / Statistics / Quantitative Skills

      • Strong analytical and problem-solving expertise
      • Good communication and documentation skills
      • Excellent collaborative and team building skills and a desire to work as a part of a high functioning team of financial intelligence specialists.
      • Experience in statistical modelling, and analysis using techniques such as regression analysis, multivariate analysis, factor analysis, and clustering
