Job Description

- US Government Funding – 40%
- Support the design, development, and delivery of winning funding proposals to USG;
- Identify and disseminate information related to new USG priorities and funding opportunities in key ISD program areas;
- Collaborate across ISD teams to review effectiveness and efficiency of proposal design and development processes, revising and updating as needed;
- Address gaps in existing ISD tools and resources supporting USG proposal development;
- Maintain/revise ISD USG tools and resources (such as guidance, templates, annex libraries, etc) to ensure all are kept relevant and up to date;
- Maintain ISD USG funding portfolio tracker, including proposals in capture and in development;
- If necessary, deploy to country program locations to support teams in the development of specific USG funding applications;
- US Government Engagement – 10%
- Support the development of USG engagement guidance and tools, such as engagement tips, one-pagers/fact-sheets, etc to support ISD teams to effectively engage with USG counterparts at various levels;
- Identify opportunities for engagement with USG in strategic/program areas, and promote ISD participation in relevant USG events, fora, and bilateral meetings;
- Represent ISD as necessary in USG meetings and events;
- Coordinate with country and technical teams to prepare draft briefing materials for high level engagement meetings with USG representatives;
- Represent ISD in InterAction and/or other humanitarian events and meetings;
- USG Coordination with IFRC and Movement Partners – 25%
- Facilitate review of IFRC and partner requests to pursue USG funding – in coordination with ISD regional and technical teams;
- Track data on IFRC USG funding portfolios, including active awards and applications in development;
- Support ISD involvement and/or awareness of IFRC and partner meetings and engagement with USG counterparts;
- USG Capacity and Learning – 15%
- Support the development of training materials for ISD staff as an introduction to ISD USG funding and engagement portfolio and processes;
- Develop USG process learning modules, including on the proposal development, USG proposal guidelines, and USG engagement;
- Other Duties as Necessary – 10%
- B.A. required in international relations, public health, social sciences, management, or related field.
- At least three years of relevant professional experience, with experience working on USG funded international assistance projects and/or USG funding proposals strongly preferred.
- Experience working or living abroad, especially in a developing country preferred.
- Spanish language skills strongly preferred.
- Must have excellent writing, editing and time-management skills, with a high proficiency in Word, PowerPoint, and Excel. SharePoint and Salesforce proficiency a strong plus.
- Must have a demonstrated interest in international development and humanitarian assistance.
- Must display flexibility, adaptability, initiative, and a high degree of competence in project support, research and teamwork.
- Must possess strong personal integrity and ability to adapt to changing situations.

Job Description:
The American Red Cross (ARC) International Services Department (ISD) seeks to prevent and alleviate human suffering around the world by responding to disasters, building safer, more resilient communities, and educating future humanitarians. The American Red Cross continues to deepen and expand its international programming while also working to strengthen the global Red Cross Red Crescent Network, in order to deliver critical assistance to some of the most vulnerable communities in the world.
The American Red Cross is looking for a full-time Program Associate for the Donor Partnerships and Resource Mobilization Team to support the American Red Cross’ USG fundraising and engagement strategy and effectiveness. Core responsibilities will include: 1) Supporting resource mobilization efforts and planning, including developing funding proposals; 2) Maintain and provide predictable guidance on ISD's USG fundraising efforts and processes; 3) Supporting ISD’s engagement on USG policy and advocacy initiatives and priorities; 4) Coordinating closely with IFRC and other Movement partners for streamlined and inclusive engagement with USG partners as One Red Cross; 5) Help build ISD awareness, capacity, and confidence on engaging with USG partners and increasing competitiveness on USG funding opportunities.
This position will report to the Director of Donor Partnerships and Resource Mobilization within the Global Partnerships Partnerships team of ISD, but will work collaboratively and cross-functionally with stakeholders throughout the organization both in headquarters and field offices. In particular, it is anticipated that this position will work closely with regional colleagues in the Latin American and Caribbean Division, but that is subject to change based on priorities and needs.Responsibilities
QUALIFICATIONS
For those candidates located in Colorado and Connecticut, the salary range for this position is: $60,000 - $70,000
