- Lead, develop, and integrate services to individuals, families, and communities that improve health and wellness while advancing health equity and eliminating health disparities.
- Coordinates and supervises daily FQHC Clinics operations, including clinical and administrative employee work activities and schedules, provider patient schedule efficiency and effectiveness of daily billing operations.
- Effectively manages staffing levels and expenses by responding to the demands of the changing patient acuity and volume in a positive, efficient manner for all FQHC Service Lines - Adult Medicine, Pediatric services, Women Health, Dental program, Behavioral Health, Addiction program etc.
- Demonstrates responsibility and accountability for continuous improvement, and practices quality service as evidenced through quality results and patient satisfaction surveys. Actively promotes teamwork for overall FQHC Clinics efficiency.
- Inspire and lead others towards high levels of performance, quality, accountability, and excellence. Maintains authentic and trusted leadership reputation. Directs selective functions of the organization in a manner that protects the integrity of the corporate mission.
- Provides regular feedback to the Board and staff regarding organizational progress on a strategic goals and objectives.
- Ensure that process and outcome objectives are established along with work plans for all service lines. Oversee policies and procedures development; FQHC quality plan; organizes, develops, and directs quality program; monitors progress by assessing the results to ensure that continuing HRSA grant requirements are being met.
- Ensure diverse and complex financial management of FQHC Clinics that includes Medicaid, Medicare, and Commercial Insurance revenue projections, as well as federal/private grant revenues and Health Care District general funds.
- Oversee budget development, submission, and approval; implementation and monitoring; and objective and goal settings for programs within CL Brumback primary Care Clinics; assures preparation of all budgets; recommends FQHC final budget to the Health Care District CFO and presents budget to the FQHC Board for approval.
- Prioritize resource requests for various programs, monitors revenue and expenditure trends approved by HRSA; participates in providing complex financial information and operations to FQHC Board, HCD Leadership and other stakeholders; and has a strong dedication to sound fiscal stewardship
- Establishes and maintains positive external relationships that enhances the organization’s reputation within the community and at various professional and administrative levels of government.
- Works closely and collaboratively with all Health Care District organization business units, represents FQHC Clinics and prepares reports to HCD Board as requested, and carries and understands well HCD mission and role in a Community. Conveys a positive and professional image of FQHC Clinics and Health Care District agency in a community.
- Participates and attends FQHC-related educational and training events.
- Responsible for maintaining and expanding existing level of funding at the federal, state, and local level.
- HRSA Grant leader and responsible for successfully applying, re-applying, for federal grants upon renewal periods. Maintaining Electronic Handbook (EHB) sites, services and changes in scope. Ensures all annual training and annual clinic team-member meeting are well documented for ongoing FTCA requirements. Ensures the team is always audit ready.
- Responsible for the preparation and coordination of services in response to a federal, state, local audit or survey
- Responsible for developing appropriate communication and adherence systems to monitor selective department activities.
- Prepares performance evaluations including counseling or disciplinary actions as applicable to direct reports.
- Prepare monthly Board packets and an annual report to the board summarizing program updates and goals.
- Establishes collaborative relationships with other health care providers and funders within the service area.
- Maintains current knowledge of trends and developments in the field for related area of operations (FQHC clinic/medical operations).
- Coordinates the preparation and submission of grant reports to grantors and the FQHC Board on a monthly, quarterly, and annual basis as required to ensure regulatory compliance.
- Ensures that process and outcome objectives and work plans are created for all non-clinical areas.
- Develops and implements HRSA compliant policies and procedures manual. All policies are subject to approval by the Board of Directors.
- Assists with the development and implementation of systems to ensure efficient practice management.
- Assures compliance with all contract and funding requirements.
- Researches and identifies private and government funding opportunities.
- Lead role in grant writing, reports, and activities related to the securing of grant funding. Includes the necessary planning, organizing and integrating the available resources to successfully submit and secure funding opportunities related to Clinic District Holdings, Inc.
- Work with the Board Chair to orient other Board members and develop appropriate approved material to educate Board Members.
- Assists the Board of Directors and the Director, FQHC Operations in identifying and recruiting new Board members. Ensures continuous development of Board members and that we maintain at least 51% Board members who also use the clinics.
- Maintain appropriate communication with the Board Chair and executive staff for decisions impacting the FQHC clinic operations.
- Bachelor’s degree in a related field required; Master’s degree preferred in Business Administration, Public Administration, Health Care Administration, Public Health, Finance or other related field.
- Clinical degree or background preferred.
- Minimum of five (5) years related experience including thorough working knowledge of federal, state, and local regulations governing the operation of a healthcare facility (FQHC preferred). High degree of health administration knowledge with special understanding of the problems and techniques of urban and multi-cultural healthcare delivery.
- Previously experience and the ability to write grants preferred.

The Health Care District of Palm Beach County is seeking to hire a successful leader in the role of the Associate Vice President (AVP) & Federally Qualified Health Centers (FQHC) Executive Director.
The Associate Vice President & FQHC (Federally Qualified Health Centers) Executive Director provides overall executive leadership and strategic direction of FQHC Clinics by working with the FQHC Governing Board, and Health Care District (HCD) co-applicant leadership. This position establishes, monitor, and implements policies and goals in the District Clinic Holdings, Inc. (D/B/A C. L. Brumback Primary Care Clinics) business unit. The Executive Director of C. L. Brumback Primary Care Clinics is a direct employee of C. L. Brumback Primary Care Clinics who reports to the FQHC Governing Board and is responsible for the administrative and clinical management of Clinics which are Federally Qualified Health Centers.
Responsibilities
Essential Functions:
The Executive Director is responsible for administrative and clinical operations to ensure compliance with federal, state and local laws and regulations, and ensures office operational excellence, billing operational excellence and customer service excellence. The Executive Director oversees key management staff in carrying out the day-to-day activities of the healthcare center.
Emergency duty may be required of the incumbent that includes assisting community or hospital-based organizations or the Red Cross. Staff will be directed to perform other emergency duties based on clinical experience including, but not limited to, responses to threats or disasters, man-made or natural.
