      Strategic Integration, Policy and Legislation Division

      The Strategic Integration, Policy and Legislation Division of the Ministry of Children and Family Development (MCFD) supports the Ministry and the children, youth, young adults, and families that it serves by providing advice and support on a range of functions. This includes strategic and operational policy; strategic implementation, communications, and external engagements on priority projects; legislation; litigation; research, and expertise and support on several cross-government initiatives.

      The Policy and Strategic Integration branch identifies and addresses opportunities and risks for integration across the ministry in support of systemic reform and quality assurance. The team develops strategic and operational policy to improve outcomes for children, youth and their families in the area of Child and Youth Mental Health (CYMH) and Children and Youth in care. Also leads the development and implementation of the In-Care Network transformation across BC.

      Operational Child Welfare Policy leads the development of operational policy guidance for child welfare services under the Child, Family and Community Service Act (CFCSA), including:

      • Developing operational policies for delegated staff who provide child welfare services under the CFCSA (family support, child protection, youth/young adult, out-of-care, guardianship, resources), as well as standards for foster caregivers and contracted agencies.
      • Providing policy direction to support CFCSA amendments relating to frontline legal duties and authorities.


      Job Overview
      The Director of Operational Child Welfare Policy provides leadership in the development, revision and implementation of operational policy and legislative change needed to achieve positive outcomes for children, youth and families. Key service lines of the ministry guided by operational policy under the Child, Family and Community Service Act and Adoption Act include prevention and family support services, child protection, children in care, foster caregivers, specialized housing and support resources, placements with extended family, youth and young adult services and adoption services. The position works collaboratively with a broad range of ministry staff, cross-ministry partners, Indigenous partners, communities and service providers, other governments, and social sector partners and stakeholders.

      Job Requirements:

      • Graduate degree in a relevant discipline such as social work, public administration, business administration (or related field) or law degree, plus 4 years of relevant experience leading the development of complex policy under legislation; OR
      • An equivalent combination of education and related experience may be considered.
      • Experience supervising, leading, and motivating staff and/or teams in a busy policy or legislative environment where change is constant.
      • Experience leading the development of complex policy and/or the legislative amendment process in the BC public service.
      • Experience establishing collaborative relationships and leading change.
      • Experience managing team(s) in remote work environments.
      • Experience managing a large body of operational policies.
      • Experience working with peers with varying interests to deliver a product that meets the needs of the organization.


      Preference may be given to applicants with:

      • Experience working with child welfare legislation, policy, or programs.
      • Experience working collaboratively with Indigenous partners or organizations.
      • Experience navigating public sector decision-making processes e.g. Cabinet and Treasury Board submissions.
      • Experience engaging on policy or legislative change with Indigenous peoples.

      About this Position:
      Flexible work options are available; this position may be able to work up to # days at home per week as per the Telework Agreement.
