- Responsible for leading and/or coordinating oversight of multiple technical projects
- Creates documentation procedures to capture and deal with changes in original project plan.
- Directs, develops, implements, and evaluates project budgets, schedules, work plans, resources requirements, and cost estimates and projections.
- Identifies potential project impediments, risks, and issues; and designs strategies to mitigate or avoid them.
- Inspects construction methods, workmanship and maintenance procedures to ensure contractors build, install, maintain and repair traffic control/data collection related equipment or facilities in accordance with plans, specifications and contract requirements.
- Monitors and manages project cost and quality to ensure project is completed within budget and to ensure deliverables are acceptable and fulfill the terms of the project contract or specifications.
- Monitors project phasing and traffic control plans and ensures adherence to approved safety standards.
- Oversees construction project assignments, determines work requirements to complete projects and coordinates scheduling to accommodate projects already underway.
- Provides technical assistance in resolving construction problems related to contract administration.
- Assists in engineering-related data collection, inspections, assessments, analysis, and review activities for plan development by others.
- Serves as a liaison and division contact in area of expertise and represents division at state and local level.
- Serves as project/team leader or assistant project/team leader, which requires coordinating, planning and scheduling during project development and implementation phases
- Trains professional and technical staff.
- Works with Federal Highway Administration representatives to ensure compliance with regulations.
- Performs other job responsibilities as assigned.
- Valid driver’s license. This position requires driving a state vehicle.
- Industry guidelines, specifications and codes in the production and use of technical plans for the development and delivery of products and services
- Applicable plans, specifications and estimates preparation, review, processing and compliance requirements
- Applicable project development (planning, environmental, right of way, design, letting, construction, and project close out) document preparation, review, processing and compliance requirements
- Project management theories and practices applicable to highly complex projects
- Communication planning, training planning, and related change management disciplines
- Applicable laws, rules, and regulations
- Critical Path Method for managing projects
- Process improvement methodologies
- Skill in short and long-range planning
- Public relations for maintaining effective working relationships with individuals and groups, both internal and external
- Addressing changes in scope and budget
- Leading, assigning, reviewing, and monitoring the work of others
- Planning a program of improvement projects to accomplish a set of performance goals
- Operating computers and applicable computer software
- Analyze complex information and develop plans to address identified issues
- Identify project risks and gaps
- Follow applicable safety standards, practices and procedures
- Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
- Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
- This job has been identified as physically demanding and will require a pre-employment physical.

Provides leadership related to all aspects of architectural or engineering construction projects by planning, and controlling all elements of the project. Responsible for review and development of projects objectives and for maintaining the project integrity through ensuring compliance with relevant state and federal laws, policies and procedures. Responsible for quality assurance/quality control aspects of technical projects. Work requires extensive contact with agency management, governmental officials and private entities. Experience: 5 years construction project management; project management, process engineering and/or business process improvement methodologies. (Experience can be satisfied by fulltime or prorated part time equivalent).
