OverviewPerforms work in the preparation, review and presentation of budgets by analyzing budgetary input, history, and performance measures. Formulates budget recommendations and proposes modifications and/or reallocation to existing budgets. Assists with planning, purchasing, property, payroll, reporting, data compilation, analyzing, filing, correspondence, and overall budget management. Performs these functions in accordance with generally accepted accounting principles (GAAP), Federal regulations, Tribal legislation and Financial Resources' policies and procedures.
QualificationsEDUCATIONAL REQUIREMENT
Bachelor's degree from a 4-year college or university in Accounting, Finance, or Business Administration with emphasis in Accounting; or six years related experience; or equivalent combination of education and experience.
EXPERIENCE REQUIREMENT
An additional six (6) years of experience in a related field.
COMPUTER SKILLS
An individual should know Accounting software, Database software, Internet software, Inventory software, Order processing systems, Payroll systems software, Spreadsheet software, and Word Processing software.
CERTIFICATES, LICENSES, REGISTRATIONS
Must possess a valid driver's license with a driving history verified through a motor vehicle report that meets requirements for Cherokee Nation underwriting rating.
OTHER QUALIFICATIONS
The employee must not be and will not be under sanction by the United States Department of Health and Human Services Office of the Inspector General (OIG) or by the General Services Administration (GSA) or listed on the OIG's Cumulative Sanction Report, or the GSA's List of Excluded Providers, or listed on the OIG's List of Excluded Individuals/Entities (LEIE).
PHYSICAL DEMANDS
While performing the duties of this Job, the employee is regularly required to stand; sit; use hands to finger, handle, or feel and talk or hear. The employee is occasionally required to walk; reach with hands and arms; climb or balance and stoop, kneel, crouch, or crawl. The employee must regularly lift and /or move up to 10 pounds and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
WORK ENVIRONMENT
The noise level in the work environment is usually moderate.

Compiles data based on statistical studies and analyses of past and current years to prepare budgets and to justify funds requested. Correlates appropriations for specific programs with appropriations for programs and includes items for emergency funds. Reviews operating budgets to analyze trends affecting budget needs. Consults with supervisors to ensure adjustments are made in accordance with program changes in order to facilitate long term planning. Prepares standard or special budget reports to interpret budget directives and establish policies for carrying out directives. Prepares comparative analyses of operating programs by analyzing costs in relations to services performed during previous fiscal years and submits reports to supervisors of organization(s) with recommendations for budget revisions. Testifies before examining authorities, fund granting authorities, administration or Tribal Council regarding proposed budgets to clarify reports and gain support for estimated budget needs, at supervisors' request. Completes required paperwork and requisitions for purchases in compliance with established policies and procedures. Gains thorough knowledge of accounting processes and makes suggestions for improvements when appropriate. Maintains data integrity for assigned aspects of the financial system. Reviews and verifies accuracy of information. Plans duties in accordance with set deadline requirements. Validates information on the financial system to ensure that it is accurate and up-to-date. Participates in fund analysis, reviewing financial forecasts, and estimating future outcomes; develops funding recommendations, justifications, and alternatives to meet current and evolving needs. Analyzes budgeting and accounting reports for the purpose of monitoring and maintaining expenditure and program controls; recommends budgetary and allocation adjustments as needed. Provides technical advice and assistance in the preparation of budgets and allocation requests; provides recommendations on budget/financial objectives and ensures that objectives are implemented. Other duties may be assigned.
