- Budget Planning and Development:
- Support the preparation of OCIO's annual IT budget submission to OMB and Congress
- Obtain and organize information from OCIO staff for Federal Budget formulation and execution
- Create and approve Pre-Allocation and Allocation entries in the BFADs System (formerly FDS 2.0)
- Analyze and maintain OCIO salaries and benefits information
- Provide estimated salary and benefit information for budget requests
- Help prepare budget justifications and supporting documentation
- Follow OMB Circular A-11 guidelines in budget preparation
- Assist in analyzing and maintaining OCIO Operating Plan
- Ensure funds do not exceed funds control ceilings
- Monitor IT spending against approved budgets
- Develop and maintain procedures to track funding
- Reconcile Contract balance sheets to STARS PO Detail reports
- Review travel authorizations and vouchers
- Maintain financial tracking spreadsheet
- Stakeholder Support:
- Provide dedicated support to the Office of Cybersecurity within OCIO
- Participate in budget formulation working groups
- Coordinate with program office representatives to collect required information
- Support the preparation of budget briefings and presentations
- Assist in responding to data calls from OMB and Congress
- Demonstrated experience with DOE financial systems
- Experience with DOE federal IT budgeting
- 3-5 years of federal budget experience
- Knowledge of federal budget processes
- Experience with federal financial management systems
- Knowledge of DOE or similar agency operations
- Familiarity with Technology Business Management (TBM) concepts
- Prior experience with DOE's OCIO or Cybersecurity operations
- Strong attention to detail in financial analysis and reporting
- Ability to manage multiple systems and databases
- Excellence in data accuracy and reconciliation
- Good written and verbal communication skills
- Ability to manage multiple tasks and meet deadlines
- Strong collaborative abilities

DOE Budget Formulation Specialist: The Budget Formulation Specialist will support IT budget formulation and execution activities within DOE's OCIO, assisting in the planning, development, and management of IT budget processes in accordance with federal regulations and departmental policies.
