Summary:
GPS seeks a Contract Specialist to support the Centers for Disease Control and Prevention, Office of Acquisition Services (OAS) with full life cycle contract management.
Responsibilities Essential Job Functions:
- Perform federal procurement pre-award functions including reviewing and assisting customers with the preparation of all required procurement package documentation in accordance with FAR and agency guidance.
- Perform post-award functions including processing unilateral and bilateral modifications and closing out awards after expiration of the award.
- Provide advice and assistance to contractors and program officials on administration issues.
- Perform de-obligation and closeout modifications, including the full range of functions accompanying these actions Process priority deobligations and closeouts; priority will be determined by the COR or designated OAS point of contact.
- Review contract award (ICE) and financial management systems (UFMS) to reconcile funding.
- Independently research applicable regulations, policies, and guidance documents for contract management issues (pre-award, post-award, allowable costs, audits, etc.).
- Attend meetings associated with assigned workload and respond to data calls as required.
Qualifications Necessary Skills and Knowledge:
- In-depth knowledge of federal procurement regulations, contract documents, and legal specifications.
- Excellent oral and written communication skills with outstanding negotiation and interpersonal skills.
- Ability to resolve client complaints and concerns with the willingness to take on responsibilities and challenges.
- Independently research applicable regulations, policies, and guidance documents for contract management issues encountered; knowledge of where to look to find answers and how to proactively investigate other avenues.
- Skill in solving practical problems relating to contract administration.
- Ability to conduct research and present data in a concise and well-written manner.
- Organized, accurate, thorough, and able to monitor work for quality.
- Able to manage high volumes of documentation/files efficiently.
- Team-oriented and able to deal with a variety of personalities and communication styles.
- Demonstrated ability to exercise tact, courtesy, and judgment in working with all levels of staff.
- Highly proficient in using Microsoft Office Tools (Word, Excel, PowerPoint, Outlook, Teams, etc.)
- Able to quickly and effectively learn and acclimate to agency-specific IT systems (i.e., ICE)
- Proficient writing skills to generate required federal acquisition documentation including, but not limited to: Determinations and Findings (D&F), Justification and Approvals (J&A), Memoranda for Record (MFR), etc.
Minimum Qualifications:
- Bachelor's degree in Finance, Accounting, Business, or related field or equivalent years of experience.
- Minimum of three (3) years of federal Contract Specialist/Officer work experience, either as a government employee or as a contractor
Preferred Qualifications - Previous experience working as a Contracting Specialist Office of Acquisition Services (OAS).
- Prior experience working with the CDC is highly desired to understand the culture, environment, and systems.
Pay and Benefits Salary Range: $90,000.00 - $120,000.00 annually
