      The incumbent exercises considerable judgement and initiative in carrying out day-to-day responsibilities subject to established procedures, practices, and standards. Duties require considerable knowledge of the United States Department of Housing and Urban Development (HUD) regulations and the Administrative Plan as well as the ability to maintain complex clerical records and prepare accurate and concise reports. Work involves considerable and constant public contact, often under trying conditions. Coordinates and performs a variety of technical and administrative duties in support of the Housing Choice Voucher Program (HCVP). Work assignments are received orally and in writing and are performed under the general supervision of the HCV Program/ Operations Manager.

      ESSENTIAL JOB FUNCTIONS:
      1. Review information for applicants and existing participants to determine eligibility for participation in HCV and Homeownership Programs.
      2. Gather data from third party sources such as employers, the Work Number, banking institutions, insurance agencies, Attorney General, Social Security Administration, child care facilities, and doctors' clinics to determine income, assets and expenses related to employment, state medical expenses, child care expenses, etc.
      3. Orient applicant families on HUD rules and regulations when applying for assistance and also existing participating families in the HCV and Homeownership Program.
      4. Calculate utility allowances, payment standards and adjusted monthly incomes for each household and use to determine rental subsidy and utility reimbursement if applicable.
      5. Counsel with families in their search for affordable and safe housing, and resources to become self-sufficient.
      6. Assist potential landlords with listing properties on affordablehousing.com for rental to families receiving rental assistance.
      7. Provide information to families affected by housing discrimination.
      8. Present families with information required to comply with family obligations of the HCV Program.
      9. Research, obtain knowledge and apply new and upcoming HUD rules and regulations.
      10. Frequently attend trainings on new policies and procedures or to stay current on required certifications.
      11. Corresponding with other housing agencies on individuals that are or wish to transfer agencies.
      12. Assist and counsel walk ins and calls with questions about the HCV Program.
      13. Processing time sensitive material pertaining to changes within a case (change of income, employment, address, family composition asset).
      14. Perform research to ensure requested rent is deemed reasonable based on Fair Market Rental (FMR) amounts set by HUD
      15. Submit reports into a government software system to account for changes Public Information Center (PIC).
      16. File and maintain client records according to HUD standards.
      17. Submit terminations for clients or landlords that violate guidelines established by HUD or Tyler Housing Agency.
      18. Maintain cases for other housing agencies on individuals that have transferred to our jurisdiction.
      19. Draft and mail correspondence to landlords and clients to notify of changes.
      20. Maintain annual Enterprise Income Verification (EIV) certification by attending required system training.
      21. Review, calculate and submit billing for all portability clients.
      22. Utilize HUD’s EIV system/ database to eliminate fraud, waste and abuse of federal funds.
      23. Respond to/ address participant barriers and initiate referrals to other agencies as needed.
      24. Research and respond to participant and owner inquiries/ complaints.
      25. Submit inspection requests to the housing inspection division for unit approval, ensuring the unit meets Housing Quality Standards (HQS).
      26. Run and analyze monthly multi-subsidy, citizenship, deceased tenant reports as needed.
      27. Create, review and submit new vendor paperwork to the city’s finance department for new and existing vendors in order to receive payment(s).
      28. Review mid-month and monthly Housing Assistance Payments (HAP) to owners and partner agencies as well as Utility Reimbursement (UR) Payments to participants for accuracy.
      29. Assist in reviewing and auditing case files and records.
      30. Attend housing meetings, trainings and events.
      31. Perform home visits as needed for families experiencing and/or requesting accommodations.

      OTHER JOB FUNCTIONS:
      1. Provide counsel in times of crisis such as immediate eviction, sudden foreclosure, victims and other circumstances.
      2. Assist families with locating the proper lender, real estate agent, credit counseling and courses.
      3. Assist with training of new departmental employees.
      4. Assist walk-in customers, answer and route incoming phone calls.
      5. Coordinate special events.
      6. Requires frequent sitting, walking, stooping, bending, pulling, pushing, reaching, lifting a minimum of 15 lbs.
      7. Performs other duties as assigned.

      SKILLS, KNOWLEDGE AND ABILITIES:
      1. Considerable knowledge of HUD and the Tyler Housing Agency rules, regulations, and administration policies.
      2. Considerable knowledge of interviewing techniques and of the principals of office management and of record maintenance.
      3. Knowledge of modern office equipment including copiers, personal computers (Microsoft Office Package –
      Word, Excel, Outlook, Teams, etc.), calculators, facsimile machines, etc.
      4. Ability to make decisions in accordance with administrative rules, regulations and policies.
      5. Ability to understand and follow complex oral and written instructions.
      6. Ability to maintain complex clerical records and to prepare reports from varied statistical or accounting information.
      7. Ability to establish and maintain effective working relationships with other employees, superiors, and the general public.
      8. Ability to understand, act on and interpret policies, regulations, and procedures as set forth by the Housing Agency and/or HUD.
      9. Ability to prepare and present ideas in a clear and concise manner, both orally and in writing.
      10. Ability to initiate work projects and work independently.
      11. Ability to process multiple client files in various stages of procedure and maintain detailed follow-up on items
      required to complete files with few to no errors.


      MINIMUM EDUCATION, CERTIFICATION, AND EXPERIENCE REQUIREMENTS:
      Must have a Bachelor's Degree. Must have Certified Occupancy Specialist Certification or the ability to obtain within one (1) year of employment. Must have over two (2) years of office/clerical experience. Must have a valid Texas Class C Driver's License with a clear driving record or have the ability to obtain within 30 days of hire.

      The City of Tyler will accept two years of relevant experience in place of each year of college required in the job description. Four years of
      relevant experience will be considered in place of an Associate's Degree, and eight years of relevant experience will be considered in place of a
      Bachelor's Degree. Any experience required in the Minimum qualifications is in addition to years of experience substituted for a degree.
