      The Finance Chief Risk Office provides risk management oversight of the Citigroup Finance function and certain activities in the Citi Markets business, including effective risk challenge and mitigation of risk for capital, liquidity, interest rate risk and treasury investments, and ensures compliance with all risk-related regulatory requirements. The team also oversees key risk management methodologies and calculations, including CECL and IFRS9 for credit reserves, and Basel Advanced RWA.

      The successful candidate leads a global team of risk professionals who are responsible for overseeing the execution of the strategy set down by the Finance CRO. This includes execution of risk governance, control effectiveness, program management including transformation priorities, regulatory engagement, resource management, talent development and communications for the Finance Chief Risk Office within Global Risk Management. The COO reports directly to the Chief Risk Officer for Finance and a matrix to the overall COO for the Risk function and must have relevant prior experience within Finance or Risk management departments of a financial institution.

      Regulatory engagement and governance oversight experience working for a U.S. GSIB is desired. S/He must possess excellent communication and presentation skills for interactions with Finance, Independent Risk, regulators, and various senior management and Board level committees.

      The candidate must have the credibility to influence others in senior management, collaborate effectively across divisions, build relationships between Independent Risk, Finance and the business. This candidate should have an engaged, hands-on style of leadership, results driven and detail oriented, and have a strong track record of execution.

      Responsibilities

      Partners with the Finance Chief Risk Officer in the development and execution of the strategy to build and maintain a best in class and diverse Finance CRO office:

      • Directly manage a global team of risk managers
      • Management and liaison for risk governance committees
      • Risk Controls and Issue Management
      • Project Management
      • Business Planning & Analysis and Headcount Management
      • Produce value-adding risk reports for senior management and key oversight committees
      • Be an active member of relevant risk oversight committees.
      • Talent development and communications

      Qualifications and Experience

      • BA or BS degree in Finance, Business, Economics or equivalent. Advanced degree and/or professional certification preferred
      • 15+years working in financial services, preferably for U.S. GSIBs
      • Extensive experience in a leadership role related to Treasury, Finance or Risk, either within a Treasury, Market Risk, or Enterprise Risk function
      • Experience managing a team of 30+ risk management professionals
      • Responsibility for senior management, Board, and regulatory communications
      • A natural communicator with strong written communication skills; influencing and managerial skills
      • Demonstrated success at building relationships at all levels and collaborating across organizational boundaries
      • Proven decision-making and negotiation skills with an ability to drive execution
      • Detail oriented with a hands-on management style when needed
      • A conceptual thinker and problem-solver who pursues and welcomes new thinking and insights.
