Strengthen and maintain strategic relationships with community partners and funders.

Act as a visible and effective ambassador for the agency in external meetings, forums, and partnerships.

Serve as liaison to community agencies, nonprofit partners, and governmental bodies.

Respond to service delivery feedback and support resolution of client or partner concerns.

Represent the agency in collaborative initiatives and advocacy efforts across the region.

Partner with the CEO to ensure agency operations run effectively and align with strategic goals.

Provide leadership to agency supervisors, managers, directors, and support cross-functional collaboration.

Oversee the development, implementation, and compliance of operational policies and procedures.

Support the development of board-level materials and reporting.

Ensure agency systems (e.g., Electronic Client Records, compliance platforms) function efficiently.

Oversee the implementation, monitoring, and continuous improvement of programs and services.

Evaluate program performance using data and client outcomes, guide improvements accordingly.

Support the identification of new funding opportunities and expansion of services.

Lead and support quality improvement efforts in collaboration with the QI team.

Ensure programs are aligned with Oregon Administrative Rules (OARs) and other regulatory standards.

Collaborate on development of proposals in response to grants, RFPs, and RFQs in coordination with relevant staff.

Identify staff training, wellness, and retention strategies in collaboration with Human Resources.

Cultivate a culture of excellence, inclusivity, and accountability across the organization.

Mentor and support managers in leadership development and operational effectiveness.

Support agency-wide initiatives focused on staff well-being, trauma-informed care, justice, equity, and inclusion.

Master’s degree in social work, Behavioral Health, Public Administration, or a closely related field strongly preferred.

Clinical licensure – LCSW, LPC, LMFT, or psychologist strongly preferred.

Minimum of three years of leadership experience in nonprofit, behavioral health, or human services sectors.

Demonstrated success in program operations, team leadership, and cross-sector collaboration.

Strong working knowledge of Oregon Administrative Rules (OARs) and behavioral health systems.

Experience with strategic planning, policy development, and grant writing.

Exceptional interpersonal and communication skills, with a collaborative management style.

General Description
The Chief Operating Officer (COO) plays a pivotal role in advancing Options’ mission by providing strategic leadership, operational oversight, and organizational development support. As a key member of the Leadership Team, the COO works closely with the CEO to lead internal operations, drive program excellence, and foster strong partnerships in the community. This role is ideal for a mission-driven leader with a background in human services or behavioral health, strong administrative experience, and a passion for building systems that support sustainable, high-impact programming.
