      DEFINITION:
      Participates in on-the-job training by performing specialized duties related to the intake, establishment, and enforcement of court orders for the collection of child support obligations.

      CLASSIFICATION STANDARDS:
      Positions allocable to this entry-level class are assigned to the Child Support Services Department, receive instruction and practical experience under close supervision, and typically report to a Supervising Child Support Specialist. Incumbents obtain information from various sources, utilize case management systems, initiate and process case documents, and respond to inquiries from the public while developing an increasing knowledge of child support programs, systems and applicable Federal, State, and local laws and regulations. Positions in this class are distinguished from the journey-level classification of Child Support Specialist II by the performance of assignments of limited scope and complexity where technical review of work is made on a frequent basis. Incumbents in this class are required to serve a one-year probationary period.

      SPECIAL SALARY INFORMATION:
      New appointments shall be compensated at Step 3 ($4016.64/monthly) of the Child Support Specialist I salary range.

      Develops proficiency using manual and automated systems and the application of various laws,
      regulations, policies, and procedures related to all aspects of case management.

      Locates case participants by using automated systems to establish and enforce child support obligations.

      Interviews case participants in person and/or by telephone, and requests information through correspondence, to obtain needed information.

      Actively collects child support payments through a variety of means.

      Takes sworn statements from case participants as required.

      Schedules paternity tests as necessary.

      Prepares necessary forms and documents for the establishment and enforcement of child support obligations using automated systems.

      Responds to inquiries, provides case status information, and interprets child support policies and procedures.

      Consults with attorneys, caseworkers, and probation or law enforcement officers on legal or procedural matters.

      Testifies in court as to statements made by parties or witnesses during interviews, as needed.

      Interacts with case participants via telephone in the Customer Contact Center.
      SELECTION REQUIREMENTS:

      OPTION I:
      Two years of clerical experience* assisting Child Support Specialist in the Child Support Services Department.

      OPTION II:
      Three years of office clerical experience including one or more of the following areas: 1) interviewing the public in connection with applications for employment, insurance, public assistance or similar services; 2) collections work; or, 3) responsible, high-volume public contact** which involves problem resolution and/or the exchange of technical or sensitive information and the use of an automated system.

      OPTION III***:
      Completion of 60 semester units or 90 quarter units in an accredited college, nine units of which must have been in the social sciences, such as sociology, psychology, anthropology, history, or political science.

      LICENSE :
      A valid California Class “C” Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

      PHYSICAL CLASS:
      Physical Class II – Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

      SPECIAL REQUIREMENT INFORMATION:
      *Clerical experience is defined as demonstrating knowledge of office systems and procedures. Assigned duties require working knowledge of specialized subject matter. Performance of assigned duties requires initiative and independent judgment within procedural and policy limits.

      **Examples of responsible, high-volume public contact experience include utilizing a phone system with multiple lines, responding to in-person and/or telephonic inquiries at a centralized office/call center, etc.

      ***In order to receive credit for the required degree/coursework, certification, and/or license, you must include a legible copy of official transcripts from the accredited institution which shows the area of specialization, and/or a legible copy of the official certificate and/or license at the time of filing or within seven (7) calendar days from the date of filing application (if applicable).       EXAMINATION CONTENT:


      This examination will consist of TWO (2) parts:


      Part I: A multiple choice and/or simulation assessment(s), weighted 80%, measuring Reading Comprehension, Achievement, Professional Potential, Responsibility, and Teamwork

      MULTIPLE CHOICE AND/OR SIMULATION ASSESSMENT(S) ARE NOT REVIEWABLE BY CANDIDATES PER CIVIL SERVICE RULE 7.19.

      Only those candidates that achieve a passing score of 70% or higher in Part I will advance to Part II.

      Part II: A writing assessment, weighted 20%, measuring English Structure and Content, Written Expression, and Prioritizing Information.

      Applicants must meet the requirements and achieve a passing score of 70% or higher on all weighted exam parts in order to be placed on the eligible list.


      OUR ASSESSMENT PROCESS:
      Applications will be processed after the candidates achieve a passing score of 70% or higher on all weighted parts of the examination.

      The acceptance of your application depends on whether you have clearly shown that you meet the SELECTION REQUIREMENTS . If the application is incomplete, the application will be REJECTED .

      Candidates must meet the requirements and achieve a passing score of 70% or higher on the examination in order to be placed on the eligible list.

      Passing this examination and being added to the Eligible List does not guarantee an offer of employment.

      TRANSFER OF SCORES:
      Applicants who have taken identical components recently for other exams may have their scores automatically transferred to this examination.

      This examination contains test components that may be used in the future for new examinations and your test scores may be transferred.

      ELIGIBILITY INFORMATION:

      The names of candidates receiving a passing score in the examination will be placed on the eligible list in the order of their score group for a period of 6 months.


      NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY SIX (6) MONTHS.

      In lieu of traditional banding, an alternative banding procedure may be employed as a result of a special study sanctioned by the Department of Human Resources, consistent with Civil Service Rule 11.01(D).
