- Develops, validates and updates hydrologic/hydraulic models to assess existing utility system and support growth and development in the City.
- Completes detailed reviews of development proposals impacts on the sewer system; develops sewer infrastructure models and evaluates the available capacity of existing sewer systems to determine if upgrades are required.
- Provides utility direction for developments at all stages from policy statements, rezoning to development permits, and provides technical insight at team meetings.
- Prepares detailed sewer review documents to condition utility upgrades on rezoning and development applications.
- Reviews designs and/or tender documents for sewer and rainwater and green infrastructure for compliance with City design standards and requirements.
- Provides guidance and interprets policies with developers regarding sewer upgrading conditions and ensures requirements for development are met.
- Identifies data gaps, missing information (e.g., identifying flow-monitoring locations), future studies, and sewer and drainage planning to better confirm the sewer system capacity.
- Provides project and process management of the Utilities Development Cost Levy (UDCL) capital program project list by identifying priorities and escalating projects as needed.
- Determines scope of work, prepares requests for proposals, evaluates proposals, and participates in the selection of consultants for UDCL projects; assists in negotiating consultant contracts; reviews consultants’ submitted works and recommends adjustments as appropriate.
- Represents the City and liaises with other engineering branches, City Departments, consultants, private developers, external agencies, Metro Vancouver, government agencies on sewer modelling, rezoning conditions for sanitary and storm sewers and UDCL projects.
- Keeps abreast of emerging practices and policies.
- Assists in the development of internal standards and practices to improve the review process and support development procedures and submission requirements.
- Performs engineering research, proposes solutions to complex technical engineering problems, and makes recommendations to other staff.
- Provides project coordination and management support to various utility related stakeholders.
- Other duties/responsibilities as assigned.
- Bachelor’s degree in Civil or Water Resources Engineering with a Professional Engineer designation related experience (minimum of four years preferred) in municipal civil infrastructure planning, design, construction and project management, or an equivalent combination of education, training and experience.
- Registration or eligibility to register as an Engineer-in-Training or Professional Engineer in British Columbia.
- Experience using appropriate computer design and modelling software including PCSWMM (or other SWMM software), ArcGIS and AutoCAD.
- Experience working in land development as a civil consultant.
- Knowledge of engineering principles and standards related to hydraulics, hydrology, sewer systems. rainwater management and green infrastructure.
- Knowledge of the City’s development processes.
- Working knowledge of Organizational Quality Management processes and frameworks.
- Excellent written and verbal communication skills with a variety of stakeholders, with experience writing technical reports.
- Excellent leadership skills with the ability to motivate and engage staff.
- Excellent communication (oral and written), interpersonal and presentation skills.
- Exceptional time management and organizational skills with the ability to effectively and efficiently prioritize actions in response to numerous and diverse demands.
- Strong conflict resolution, mediation and negotiation skills.
- Demonstrated ability in utility design, construction and project management.
- Ability to exercise diplomacy and tact.

Main Purpose and Function
Reporting to the Senior Engineer, the Sewer Engineer provides engineering utility input, application review, project management and process management for developments in the City of Vancouver. The position is responsible for sewer utilities servicing and modeling services for Utility Development Cost Levy (UDCL) funded projects and providing technical input for development proposals at various stages ranging from policy statements, rezoning applications to development permits.
The Sewer Engineer works closely with the technical representatives in various branches including Development and Major Projects, Sewer & Drainage Design, Waterworks Design, Green Infrastructure Implementation, and Integrated Sewer and Drainage Planning Branches. The position also liaises with other City departments including Planning, Urban Design and Sustainability, Development Buildings and Licensing as well as with external stakeholders in the development industry and a variety of technical consultants and architects.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
The City’s COVID-19 vaccination policy is currently suspended and as a result, vaccination against COVID-19 is not required at this time. However, should circumstances change and the City deem it necessary to re-introduce such policy, you may be required to provide proof of vaccination against COVID-19 in order to be eligible to continue performing your duties.
