      The City of Bloomington’s Police Department (BPD) is seeking individuals who are respectful, honest, compassionate, and service minded in processing and overseeing arrested individuals in our pretrial detention facility. Your primary responsibility will be to maintain the security of the BPD Jail facility and ensure the safety of arrested individuals, staff, and visitors.

      • Maintain the security, safety, and well-being of arrested individuals in accordance with Minnesota Department of Corrections and BPD Policy and Procedures
      • Follow State Statutes, Constitutional Standards, the Minnesota Department of Corrections rules, City of Bloomington and BPD Policies and Procedures
      • Book, release, supervise, observe, monitor, and manage arrested individuals while at BPD Jail
      • Take appropriate action when warranted by arrested individuals' behaviors; logs, records, documents and reports unusual behaviors observed and actions taken
      • Ensures and promotes an atmosphere of fair and objective treatment and ongoing communication with staff and arrested individuals; manages routine, daily concerns, and grievances of arrested individuals
      • Enforces rules of conduct and rules of the facility adhering to and promoting the principles of direct supervision; initiates corrective action with arrested individuals, as warranted by behavior, and dictated by policy/law; thoroughly documents and reports all such incidents; preserves constitutional rights of arrested individuals
      • Subdues arrested individuals during altercations and/or defends self and others
      • Searches arrested individuals as required and in accordance with BPD policy and law
      • Prepares arrested individuals for transport to/from court and medical facilities. Maintains security, control, and rules of conduct at all times
      • Intervenes in emergency situations, including: fights, suicide attempts, medical problems, by enforcing rules, following procedure, responding to calls for assistance, obtaining additional assistance, administer first aid and CPR as needed and authorized
      • Distributes medication, as is prescribed and authorized. Keeps detailed records of such activity as policy dictates
      • Works collaboratively with law enforcement personnel and staff from other agencies to complete the booking process efficiently and effectively
      • Admits and orients new arrested individuals, issues clothing and secures inmate property as well as informs and educates arrested individuals on rules of conduct within the facility, and directs arrested individuals to their cell
      • Monitor arrested individuals, staff, and visitor activity inside the jail; controls movement within and through the facility and maintains security of the facility; operates the security electronic controls
      • Performs extensive detailed data entry for the purpose of facility daily record-keeping, logs and report writing relating to arrested individuals, facility activities, and phoned-in reports from citizens
      • Attends mandatory and other training annually to develop knowledge, skills, and abilities in the corrections field
      • May be assigned to duties such as, but not limited to: Preliminary Breath Test (PBT) calibration, desktop breath tester maintenance, covering the Switchboard, covering the Front Counter, Crime-Line, assist in the Property Room, etc.
      • Ability to work with an x-ray style body scanner
      • Perform case management follow-up as needed (e.g. follow up calls to victims of domestic violence)
      • Testifies in court as needed and/or requested
      • Works the hours and/or shift assigned
      • Performs other related duties as required or assigned


      KNOWLEDGE, SKILLS & ABILITIES REQUIRED

      • Ability to communicate with the public, police department employees and other City employees both orally and in writing in an effective, tactful, and courteous manner
      • Ability to safely operate a motor vehicle
      • Ability to learn and apply various laws, codes, regulations, and policies
      • Ability to work a variety of hours, including days, evenings, weekends, and holidays
      • Ability to manage and efficiently triage fast-paced incoming calls
      • May be exposed to sensitive or troubling content
      • Ability to build and maintain positive, collaborative working relationships with co-workers, supervisors, other City departments, government agencies, and the general public
      • Ability to process and handle confidential information with discretion
      • History of demonstrating Respect, Compassion, Honesty and Service
      • Ability to make independent judgments and appropriate decisions to resolve issues/problems
      • Ability to complete several tasks at once, such as using the photo imaging system, completing booking paperwork and monitoring arrested individuals
      • Ability to be detail-oriented to ensure that paperwork and reports are properly completed

      MINIMUM QUALIFICATIONS

      • Must be 18 years old or older, equivalency of high school diploma, and have ONE of the following:
        • Two or more years of experience in corrections, law enforcement, public safety, and/or security
        • Two or more years of other approved work experience including supervisory, teacher/trainer, and/or lead worker roles or customer service in guest/customer facing positions in hospitality, retail, travel, food and beverage, or sales
        • Two or more years of college or technical college coursework (a minimum of 60 semester/ 90 quarter credits)
      • US citizen or lawful resident with valid, unrestricted driver’s license
      • The ability to follow the policies and procedures of the City of Bloomington and the Bloomington Police Department
      • Follow verbal and written instructions
      • Pass an in-depth background investigation including criminal history, driving record, education, work history and personal conduct
      • Pass a comprehensive medical examination prior to appointment to ascertain candidate's ability to perform essential job functions


      DESIRABLE QUALIFICATIONS

      • Basic knowledge of computers/computer programs (e.g., Microsoft Office and Outlook or another similar email system)
      • Prior work experience with criminal laws, criminal procedure, data privacy, law enforcement, or corrections
      • Prior experience with:
        • Frequent direct contact with arrested individuals with the possibility of a physical use of force confrontation
        • Observance of situations analytically and objectively, responding accordingly
        • Handling situations firmly, courteously, tactfully, and impartially
      • Work experience with and reading x-rays
      • Ability to speak a language, in addition to English, that is spoken in our community
      • Experience with victims of domestic violence

      SUPERVISION OF OTHERS

      This position does not supervise others

      WORKING CONDITIONS AND PHYSICAL DEMANDS

      • The job requires frequent standing, walking, and intermittent lifting up to 50 pounds
      • You may be required to push, pull, and/or restrain individuals
      • The job requires working with police radios, computers, telephones, desktop breath tester, and other technology
      • At times, this position my expose you to bodily fluids, communicable diseases, mentally unstable individuals and individuals under the influence of alcohol and/or controlled substances
      • This position requires 24 hours, 7 days a week, 365 days a year of coverage. There may be occasional needs to alter normal work times to provide continuity of adequate staffing


      Anticipated Hiring Range: $32.06 – $37.16 Hourly

      2023 Full Salary Range: $32.06 $42.73 Hourly
