Job Description

- Develops and implements strategies to grow Barge’s federal market presence, building strong relationships with directors, program managers, other CSLs and technical experts to identify and pursue new opportunities.
- Leads proactive workforce planning initiatives to assess market opportunities, estimate project costs, and expand the client base.
- Drives growth and profitability by working with a team to secure federal contracts and developing long-term client partnerships.
- Partners with marketing and technical teams to conduct go/no-go assessments and create winning strategies for pursuits.
- Oversees and guides the development of proposals, collaborating with project managers to define scope, schedule, and budget expectations.
- Represents Barge at industry events, conferences, and client meetings to enhance visibility and promote the firm’s capabilities.
- Actively engages in project meetings to foster client relationships and monitor project progress.
- Supports communication among internal teams to ensure project alignment, address issues, and provide technical insight as needed.
- Ensures CRM (Salesforce) data is up to date for all federal pursuits.
- Works to optimize business development spending and maximize return on investment.
- Performs additional duties as needed to support team and business goals
- Bachelor’s degree from an accredited institution.
- A minimum of 15 years of relevant experience within the federal marketplace.
- Demonstrated knowledge of the FAR (including agency supplements) and government contracting methods
- Experience working with a team to prepare SF 330s and other Federal proposal types
- Demonstrated success working with DoD Clients including USACE
- Established professional network in the federal sector.
- Strong leadership, communication, and strategic planning skills.
- Experience with NAVFAC preferred
- A strong track record of project management
- Experience in project delivery of Federal design-build projects including preparation of 2-step design-build proposal responses

Barge Design Solutions is seeking an experienced Client Services Leader to drive business development and lead client relationships within the Federal market. This strategic role partners closely with Project Managers and the broader federal team to ensure projects are delivered to scope, on schedule, and in alignment with client expectations and quality standards.
The ideal candidate brings deep industry knowledge, a strong network within the federal space, and a proven ability to cultivate lasting client partnerships. This position plays a key role in supporting the firm's business and strategic plan by aligning market development activities with company goals and financial performance targets.
