Plan and determine work priorities that best serve the needs of stakeholders at all levels of the organization
Partner with the Program Evaluations and Development (PED) team to implement rigorous research and evaluation that provides the right service at the right time
Lead and collaborate on research or program evaluation projects as needed to prioritize impact. Projects may include projects such as leading continuous quality improvement efforts for hotline and RED team, supporting annual reports, or leading team efforts to build evaluation capacity for diverse stakeholder groups
Partner with the Child Welfare Senior Leadership tea m to develop and implement a Child Welfare strategic plan with the goal of creating alignment between the DHS strategic plan, key Child Welfare initiatives, and changes in policy. This may include facilitating leadership to create the strategy and supporting measurement to align with strategic priorities
Cultivate close partnerships with Colorado counties to foster sharing of best practices, learning what works, and troubleshoot research and data solutions. Use theory, research, and data to advise Denver Child Welfare partnerships with Colorado State and other counties to promote sharing best practices
Identify, cultivate, and manage external research partnerships. Lead research and continuous learning partnerships with Colorado State entities and other organizations. For example, the supervisor will attend a quarterly administrative review division meeting through the State
Coordinate client complaint investigations regarding DHS compliance with Child Welfare Volume 7 rule
Actively support review, tracking, and reports related to egregious, near fatal, and fatal incidents. This includes internal review reports as well as data entry for the Denver Child Fatality Review Team
Regularly facilitate group decision-making on whether to screen in Child Welfare referrals. This is a responsibility held by all Denver Child Welfare supervisors
Complete on-call data requests for stakeholders; delegate requests for equitable workload on team
Strong leadership skills and proven experience with mentorship and staff development
A demonstrated track record of success leading organizational change, program strengthening and mixed-method research or evaluations. Strong experience designing and implementing program evaluation and research to strategically support organizational participatory learning and improvement. Skillsets in both qualitative and quantitative methods including sampling, coding, and inferential statistical analysis. Familiarity with analytical tools such as SPSS, SQL developer, or Power Bi
Build partnerships internally within DHS across teams and divisions to identify needs. Collaboratively identifies opportunities for needs assessment, community trend analysis, innovation testing, and other research. Communicate results to inform DHS strategic priorities
Exceptional skills communicating with diverse audiences – specifically with direct service providers and organizational leaders. Experience planning, facilitating , and leading stakeholder engagement
A flexible and adaptive, strength-focused approach. Ability to adapt positively in the face of changing division needs or priorities
Dedication to inclusivity and equity; a track record of advocating for Diversity, Equity, Access, and Inclusion in the workplace

Passion for using evaluation to improve practice and policy within public service or the social good sector
In-depth knowledge of Child Welfare practice, theory, and systems. Demonstrated experience leading multi-stakeholder projects or programs within the field of Child Welfare
Education requirement: Bachelor's Degree in a related field based on a specific position
Experience Requirement: Five (5) years’ experience performing full performance professional level duties within a specialized, functional area. (This does not include clerical experience)
Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of posthigh school education. Additional appropriate education may be substituted for the minimum experience requirements

The full salary range for this position is $ 82,540 - $136,191 with an expe cted budgeted hiring range of $ 82,540 - $109,366 . Location
The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. Employees must work within the state of Colorado on their off-site days.

Th is position will support Child Welfare and Adult Protective Services programs to evaluate strengths and opportunities for improvement and offer recommendations based on evaluation findings and relevant research. The ideal candidate will be a forward-thinking strategist who can develop long-range and short-term goals to further the objectives of the Child Welfare & Adult Protective Services Division.
