      The Contracts-Proposal Manager will efficiently manage the proposal process producing high quality products and will establish and oversee contractual relationships with customers, partners, and subcontractors to meet the company’s business objectives, through planning and execution of various agreements, in collaboration with company leadership. Contracts and proposals are for Federal/DoD and Commercial business in the areas of software development, cybersecurity, IT and managed services.

      Duties

      Research and coordinate opportunities for Business Development to meet the company’s business objectives.


      Manage the entire proposal process for government and commercial technical proposals, including RFIs, RFPs, and survey responses. Work in partnership with internal teams to develop successful proposals and other required documentation.

      • review and outline proposal requirements;
      • oversee assignment and completion of team member tasks;
      • ensure adherence to the schedule;
      • facilitate proposal strategy/kick-off review meetings;
      • incorporate feedback from all stakeholders and prepare the final proposal;
      • coordinate production/submission to include but not be limited to development of artwork and graphics, as required.

      Provide proposal development tools, such as original text for such non-technical activities as Executive Summaries, proposal templates, company qualifications, past performance, and other marketing-related materials.


      Track and report status of open proposals and actively monitor results/performance.


      Initiate, negotiate, manage, and administer all contractual activities related to projects and ensure that technical and business assumptions, limitations, and conditions are included.


      Analyze contract provisions to identify potential risks, summarize implications, and make recommended solutions.


      Provide sound contract strategy and terms for the development of commercial services and product agreements.


      Create and modify contract language to capture and implement agreements with customers, partners, and subcontractors. Manage the review of proposals/offers from other firms for conformity to contract requirements.


      Provide oversight of subcontracts and assure compliance.


      Interact closely with sales, program management, and executive management teams to provide information and support for proposals and contracts.


      Interpret program contractual requirements and coordinate legal resource services. Provide advice regarding contractual rights, obligations, and other contractual matters, such as effective use of resources and legal issues.


      Perform all other responsibilities, as assigned.




      Requirements

      • Exceptional attention to detail and a high level of accuracy are required.
      • Must exhibit a strong sense of urgency.
      • Bachelor’s degree in Business Administration or equivalent work experience writing in a high tech environment.
      • Minimum of five (5) years of managing federal government and commercial contracts with 3 years software and services contract management/negotiation. Prior experience as a Contracts Lead is desirable.
      • Minimum of three (3) years of experience in finance and budgets and cost proposals.
      • Knowledge of federal government proposal contracting requirements and processes.
      • Familiarity with legal/licensing concepts such as Intellectual Property, Limitations of Liability, Indemnification, Warranties, etc.
      • Excellent negotiation skills, to include negotiating complex terms and conditions.
      • Superior organizational and time management skills.
      • Ability to manage multiple proposals and contracts simultaneously.
      • Proven analytical skills.
      • Excellent written and verbal communication skills.
      • Ability to be proactive, prioritize and work under tight deadlines in a service-oriented and sales-driven environment.
      • Must be able to work well in a “team” environment as well as independently.
      • Must be able to service and work with geographically diverse teams.
      • Must have the ability to obtain a DoD security clearance.
