- Corporate and other relevant legislation the City of Ottawa Act, 1999, S.O. 1999, c. 14, Sched. E, the City of Ottawa Bilingualism By-law 2001-170, the French Languages Services Act of Ontario, R.S.O. 1990, c. F.32, the Official Languages Act of Canada (R.S.C., 1985, c.31 (4th Supp.))
- City of Ottawa Bilingualism Policy, and other relevant policies such as the Employee Code of Conduct, the Corporate Complaints Corporate Policy and Procedures, the Responsible Computing Policy, the City’s Accessibility Policies and Procedures
- Procedures regarding French language services
- Community and government resources related to French language services
- Needs assessment, program planning and evaluation techniques
- Knowledge of applicable health and safety legislation, including the rights and duties of workers
- Project management principles and skills to plan, develop, organize and implement projects
- Work with community groups to identify their needs and convey these needs to staff within the corporation
- Work cooperatively with internal and external stakeholders
- Advocating the needs of Francophone community to staff within the organization
- Organize and act as a facilitator for public meetings
- Communicate strongly and promote a positive influence
- Demonstrate analytical and planning skills
- Provide advice and guidance to staff at all levels within the corporation
- Lead workshops, create and deliver presentations to employees and the public
- Manage multiple priorities with minimal direction, while meeting deadlines
- Strong writing skills in both official languages
- Sensitivity to concerns of the Francophone population
- Flexibility in responding to the needs of the community and staff
- Understanding and awareness of the political environment and the accountability principles related to it

- Ability to work outside regular office-hours on an occasional basis to attend Advisory meetings or Community events.
- Language Requirement: Designated Day 1 Ready – immediate requirement for language proficiency: French: oral, reading, writing English: oral, reading, writing Candidates must meet language requirement for position upon hire.

French Language Services is responsible for the planning, development and implementation of strategic and business initiatives related to Council approved By-Law 2001-170 and the Bilingualism Policy for the corporation, and works with City departments to ensure that programs and services meet the linguistic and cultural needs of Ottawa’s French speaking population and with Francophone umbrella organizations and French speaking community groups/networks to promote/assist with access to City programs and services. FLS also provides interpretation, translation, revision and terminology services to the Corporation and Council.
You are responsible for collaborating and maintaining relationships with multiple stakeholders, including the Chair of the French Language Services Advisory Committee (FLSAC), the City's management team and staff, and representatives of the City's Francophone community, to support City Departments in the provision of quality services in both languages as it relates to the interpretation and implementation of the City’s council approved By-Law 2001-170 and the Bilingualism Policy.
You: coordinate and manage all aspects of assigned projects and provide internal/external consultation regarding French Language Services; promote and facilitate communication, collaboration and engagement from community associations, and Federal, Provincial and Municipal governments on matters relating to French Language Services; and contribute to the overall strategic direction of the French Language Services Branch, as a subject matter expert.
EDUCATION AND EXPERIENCE
Completion of 3 years of post-secondary education in administration, communications or political science or related field
Minimum of 3 years of varied and progressive experience, including significant experience working with the Francophone community, research, analysis, strategic and operational planning and project management
