DEPUTY DIRECTOR, WORKFORCE DEVELOPMENT
Job Code: 92005 Salary Grade: 27 Salary Range: $84,812-$136,548 FLSA: Exempt
Purpose of Classification: The purpose of this classification is to provides strategic leadership for the WorkSource Development Department including managing operations, budgeting, programs, and goal setting, and managing external relationships and resource development.
Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.
Manages projects and associated relationships; provides leadership to employer engagement and outreach activities for successful placement and retention; manages relationships with current partner organizations; establishes new relationships to ensure effective collaboration and delivery of high quality, comprehensive program services; engages with Department of Labor (DOL) and other WorkSource Development partner organizations and Board.
Oversees daily operations; prepares and maintains long-term and short-term goals and strategies; addresses labor market needs, funding, and methods of achieving goals and monitoring progress; provide management, direction and accountability for a variety of WorkSource training and job development programs for residents and businesses of DeKalb County, including recruitment and training; interacts with community partners, schools and businesses; prepares and negotiates agreements; monitors employment trends and WorkSource effectiveness.
Prepares, monitors and controls department budget; assists Department Director in managing the departmental budget including allocation of funds for adult and dislocated training and re-training programs; oversees implementation and administration of WorkSource program budgets; recommends and manages timelines and resources needed achieve program and organizational goals.
Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation, including Federal, State and Local policies, legislature recommendations, and EEO guidelines; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation, including performance appraisals, WorkSource grants, and strategic alliance proposals; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
Communicates with DeKalb County Office of Economic Development, City officials, local small business and Fortune 500 companies, supervisors, other employees, clients, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Minimum Qualifications: Bachelor’s degree in Business Management, Marketing or a related field required (Master’s degree preferred); eight years of progressively responsible experience in project management, business management, staffing and recruitment, with 3 years of management experience for a comparably sized organization or as a deputy director for a smaller organization or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid Georgia driver’s license.
