- Supports the operations of the Community Development Department by coordinating and assisting assigned activities as directed by the Community Development Director.
- Develops and implements strategic goals, objectives, policies, procedures and service standards.
- Oversee the Permit Center and systems management and ensures timely, coordinated, and customer-focused development review services and fee oversight.
- Leads efforts to streamline permitting processes and integrate new technologies, including permit tracking, GIS, and online service delivery tools.
- Coordinates the review of development applications, including entitlements, plan checks, inspections, and conditions of approval.
- Serves as liaison for complex development projects requiring cross-departmental coordination.
- Assists the Director in preparation and implementation of the Departmental budget, including forecasting of staffing, equipment, and resource needs.
- Provides guidance and mentorship to staff; assists Director with recruitments, training, supervision, evaluation, and performance management.
- Collaborates with developers, architects, engineers, contractors, and community members to resolve issues and to advance projects.
- Coordinates the activities of the division with those of other city departments and other public agencies.
- Supports a data-driven approach to evaluating performance and identifying improvement opportunities.
- Prepares or supervises the preparation of a variety of reports, correspondence, and special studies.
- Responds to difficult citizen inquiries and complaints.
The City of West Sacramento is seeking an experienced, dynamic, and service-oriented leader to serve as our newly-created Development Services Manager. This key management position is responsible for guiding and enhancing the City’s development review and permitting processes, ensuring they are timely, customer-focused, and aligned with the City’s commitment to high-quality growth and community satisfaction.
Reporting to the Community Development Director, the Development Services Manager oversees the daily operations of the Permit Center and serves as the central coordinator for complex development projects that require cross-departmental collaboration. The Manager plays a pivotal role in driving process improvements, integrating modern technologies, and fostering a culture of accountability, innovation, and exceptional customer service.

DEFINITION: The Development Services Manager is responsible for advancing a high-performing, customer-focused permitting process and coordinating complex development review functions across City departments. The Development Services Manager is an at-will position that is appointed by and sits at the pleasure of the City Manager
SUPERVISION RECEIVED AND EXERCISED: Receives general direction from the Director of Community Development. Exercises direct supervision over professional, technical and supervisory staff.
CLASS CHARACTERISTICS: This is a management-level classification responsible for overseeing the City’s Permit Center and coordinating land use entitlement, plan review, permitting services, and general development. The position provides high-level expertise and solutions-oriented leadership in process improvements, customer service innovation, interdepartmental collaboration, and regulatory compliance.EXAMPLES OF ESSENTIAL FUNCTIONS: (Illustrative Only): Management reserves the right to add, modify, change or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.
Preferred candidates will demonstrate:
Experience in coordination and management of complex development review and/or permitting processes in a municipal setting, with expertise in land use entitlements, plan review, inspections, and regulatory compliance.
A track record of implementing process improvements, adopting innovative technologies, and using data-driven methods to enhance operational efficiency and service delivery.
Strong leadership and supervisory skills, with experience mentoring and developing staff in a collaborative, high-performing work environment. These skills will include working across Community Development Department division leadership and across City Departments to seek and achieve cross-cutting improvements, efficiency and transparency.
Exceptional communication and interpersonal abilities, including skill in building trusted relationships with developers, architects, contractors, community members, and internal departments.
A proactive, solutions-oriented mindset with a commitment to fostering a positive, customer-first culture - and getting to yes approach.
Familiarity with California planning, building, and zoning regulations, and a keen understanding of best practices in permit center operations.
A Bachelor’s degree in public administration, planning, civil engineering, architecture, construction management, or a closely related field is highly desirable, along with progressively responsible experience in development services, including supervisory responsibilities.

EDUCATION AND EXPERIENCE : Any combination of training and experience which would provide the required knowledge and skill. A typical way to obtain the required knowledge and skill would be:
Education: A Bachelor’s Degree from an accredited college or university with major course work in public administration, planning, civil engineering, architecture, construction management, or a related field.
Experience: Six (6) years of increasingly responsible experience in civil engineering, municipal planning, redevelopment or related field, including two (2) years of supervisory responsibility.
LICENSES AND CERTIFICATES : If required to drive, possession and maintenance of a valid California driver’s license. For positions where ability to drive is not an essential function, the employee must be able to arrange reliable and timely transportation through private or public transportation for attendance at work, off-site meetings, events, and trainings.WORKING CONDITIONS : May serve as staff to commissions and may be required to attend off-hour meetings.
PHYSICAL DEMANDS : Mobility to work in a standard office or construction environment, use standard office equipment and attend off-site meetings. On an intermittent basis, sit at a desk for long periods of time; intermittently walk, stand, bend, squat, twist, and reach while performing office duties; mobility to occasionally traverse uneven terrain, periodically standing, stooping, bending, climbing and kneeling to perform inspections; on occasion may be required to work in exposure to weather. Manual dexterity to use standard office equipment and supplies and small tools and to manipulate both single sheets of paper and large document holders (manuals, binders, etc.); vision to read handwritten and printed material and a computer screen; hearing and speech to communicate in person and by telephone; ability to lift and carry items weighing up to 25 pounds such as files, manuals, or small tools and equipment for distances up to 50 feet.
ENVIRONMENTAL ELEMENTS: Employees work in an office environment with moderate noise levels, controlled temperature conditions and no direct exposure to hazardous physical substances.
