      Director, Federal Affairs, Government Affairs & Policy (GA&P)

      Description

      Reporting to the Vice President of Federal Affairs, the Director, Federal Affairs will play an integral role in developing and implementing comprehensive advocacy strategies, initiatives, and engagements with Members of Congress on issues that impact the biopharmaceutical industry.

      The Director, Federal Affairs will be a member of the GA&P organization and will work collaboratively in cross-functional and external teams to help ensure patient access to Gilead therapies by advocating for and advancing policies relating to federal public programs, including Medicare and Medicaid.

      S/he will work to educate members of Congress and their staff on the challenges facing patients with HIV/AIDS, cancer and liver-related diseases, as well as advocate for federal health policies that improve the treatment of these diseases. Additional issues areas of focus may include intellectual property, and public health programs. S/he will also be responsible for engaging with key Congressional committees of jurisdiction and Members of Congress working on these issues, with a focus on Members of the Congressional Black Caucus (CBC), and those representing minority and underserved communities.

      Core Job Responsibilities

      • Work cross functionally with legal, commercial and public affairs colleagues to develop and execute advocacy strategies and member engagement plans to advance Gilead’s legislative and regulatory priorities, including efforts to ensure access to and reimbursement for our HIV, Oncology, and liver disease therapies.
      • Engage with lawmakers, staff and Administration officials to advocate for policies designed to advance Gilead’s priorities. Help raise awareness of Gilead’s efforts to address areas of unmet medical need and promote public policy initiatives to address these issues.
      • Prepare briefing materials for internal audiences summarizing legislative and regulatory activities and explain their potential impact on Gilead. Draft advocacy materials summarizing rationales to support Gilead policy positions.
      • Direct, supervise and manage contract lobbyists in support of Gilead’s advocacy efforts.
      • Partner with industry trade associations and coalitions, as well as provider and patient advocacy groups to advance policies that protect patients’ access to innovative medicines and support Gilead’s priorities.

      Knowledge, Experience, and Skills:

      • This position requires a self-starter with superior time management and organization skills with the ability to negotiate conflicting priorities.
      • Significant experience working with Members of Congress and Committees with jurisdiction over healthcare on issues impacting minority and underserved communities, including efforts to reduce health care disparities.
      • Substantive experience with the federal legislative process, understanding of the approval, coverage, and reimbursement processes for prescription drugs, the 340B program, and intellectual property laws applicable to drugs and biologics.
      • Strong analytic and research skills, including a familiarity with legislative, regulatory and policy materials, as well as significant experience engaging in the legislative process.
      • Proven ability to build effective relationships with internal and external constituencies and advocate as part of a cross-functional team on complex health policy issues.
      • Ability to work creatively and flexibly in a fast-paced environment while maintaining high work standards.

      Specific Education and Experience Requirements:

      • Bachelor’s degree required; advanced degree in political science, public policy, or an equivalent preferred.
      • 7+ years of experience in government, government affairs, public affairs, or policy. Strong preference is for a government affairs leader with a major company or association, a long-term Congressional staffer, or a senior public servant in a relevant government department or agency.
      • Must be based in the Washington, D.C. metro area.
      • Some travel required (up to 10%).


      The salary range for this position is: $195,245.00 - $252,670.00. Gilead considers a variety of factors when determining base compensation, including experience, qualifications, and geographic location. These considerations mean actual compensation will vary. This position may also be eligible for a discretionary annual bonus, discretionary stock-based long-term incentives (eligibility may vary based on role), paid time off, and a benefits package.
