      The Executive Office of Health & Human Services seeks a Director of Complex Case Management for the Inter-Agency Review Team (IRT). The ideal qualities of the Director of Complex Case Management of the Inter-Agency Review Team include collaboration, transparent and candid communication, empathy, being operationally focused, and ensuring standards of timeliness for IRT review and resolution.

      The Director of Complex Case Management for the Inter-Agency Review Team will be responsible for directing staff and operations of the Inter-Agency Review Team (IRT). IRT is charged with reviewing and recommending resolutions for complex cases where there is an urgent need for action to address the lack of consensus or resolution between state agencies on current service needs or placement for individuals under age 22. The Director will supervise staff, ensure accountability and adherence to IRT policies and standards, oversee all IRT referrals, convenings, and implementation, track funding needs for assessments, evaluation, and placement, and oversee staffing budgets.

      Duties and Responsibilities (these duties are a general summary and not all-inclusive):

      • Manages receipt, review, acceptance, and process for referrals.
      • Convenes the lnter-Agency Review Team and presents or supervises presentations of complex cases for reviews and ensures documentation.
      • Oversees and monitors the implementation of case recommendations from the Inter-Agency Review Team, including liaising between multiple entities represented on the Inter-Agency Review; informs families of decision status; tracks and reports Implementation results and evaluation activities.
      • Supervises Complex Case Project Managers and oversees staffing budgets.
      • Maintains standards and policies to improve the quality of reviews before the Inter-Agency Review Team and holds agency representatives and/or designees to adherence to regulations and policies.
      • Tracks funding for assessments, evaluation, and placement and prepares funding reports for IRT chairs.

      Preferred Qualifications:

      • 10+ years of relevant experience in the fields of social work, public health, health care, or human services.
      • LICSW/LCSW preferred but not required.
      • Knowledge of clinical and community-based supports relevant to meeting the needs of children with complex mental, behavioral, and physical health conditions.
      • Strong supervision skills.
      • Effective management skills, including staff supervision and budgeting.
      • Capacity to work independently and manage time effectively.
      • Adept at working on diverse teams.
      • Strong organizational skills.
      • Aptitude to compile and sort relevant documentation.
      • Master interpersonal and communication skills.

      MINIMUM ENTRANCE REQUIREMENTS:

      Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

      Substitutions:

      I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

      II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

      III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

      IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
