      The Director, Program is responsible for the performance of a program that will replace paper-based workflows with digital works flows to decrease the administrative burden health care providers are experiencing. The Director, Program Management will be responsible for the creation and management of an integrated project plan, program governance, reporting, risk mitigation, and strategic communication.

      The Director is a senior level position reporting to the Vice President, Customer Experience and Business Integration. The Director collaborates with clinical leaders, health service providers, Ministry and executive level stakeholders and provides strategic leadership to the program that has complex mandates/objectives and large provincial impact.

      The Director oversees a team of 2 Integrated Program Managers who will support the day-to-day operations of the program. They will also provide leadership and mentoring to program team members, ensuring the team is creating work that aligns to the program strategy, budget, and timelines.

      Here is what you will be doing:

      • Define and execute on integrated strategies to successfully deliver on the initiative mandate which is to replace paper workflows with digital workflows to reduce administrative burden.

      • Accountable for the performance of program, including aspects of governance, reporting, risk mitigation, and strategic communication

      • Develop relationships and build knowledge to work successfully across multiple lines of business and with technical, clinical, and business leaders and subject matter to deliver on the program objective of replacing paper-based workflows.

      • Successfully navigate the complex environment of healthcare delivery across the province as well as business teams and processes in regions and across Ontario Health

      • Maintain resiliency, persistence, and tenacity to lead the team and the initiative toward success

      • Ability to succeed in an environment with tight timelines and sometimes ambiguous situations

      • Communicate and execute strategies for effective project and program management, aligned with Ontario Health’s PMO (Project Management Office), for a large-scale digital health initiative

      • Accountable for the development and maintenance of an integrated enterprise-level project plan

      • Lead and motivate portfolio-based teams of Program Managers and other staff accountable the successfully delivery of this program

      • Provide leadership and mentoring to team members, inspiring them to constantly improve processes and relationships to successfully deliver this initiative and represent Ontario Health as a trusted leader and partner

      • Acting as a point of integration and coordination with accountability for project deliverables when many of the contributing teams are managed by other leaders.

      • Leading program budget management in partnership with finance, and deeply understand rationale for variances and communicate those as needed. Working with Corporate Communications to anticipate the needs of key stakeholder groups, associations, and professional colleges and design thoughtful and strategically effective communications in support of program progress.

      • As the program evolves over multiple years, lead and champion each year’s business case development for upcoming funding

      • Primary contact point for the program with the Ministry, fostering effective partnership while also carefully managing sponsor communications, negotiating potential increases to scope and mitigating risk

      • Produce the required reporting to provide senior leadership and external stakeholders with timely and accurate accounts of the deliverables, milestones, metrics, and risks associated with this initiative

      • Work in collaboration with senior management to ensure effective use and application of resources across the initiative

      • Support the steering committee and clinical advisory committee who provide guidance and thought leadership for the initiative

      • Lead the team to ensure identification, management and resolution of project conflicts, issues, and risks for best outcomes.

      • Raise critical issues and project management and delivery risks to governance and executive tables with recommendations.

      • Apply knowledge of complex change management, define challenges, and recommend solutions to advance strategic priorities

      • Promote collaboration and teamwork including working for consensus and contributing to achievement of team/group goals

      • Oversee all aspects of the program team to successfully deliver on this major initiative

      • Responsible for building a culture of program management excellence

      Here is what you will need to be successful:

      Education and Experience

      • Degree in Information Management or Technology, Business Administration, Health Sciences, Administration or Informatics or related field is required; Masters would be preferred or equivalent experience

      • PMP (Program Management Professional) designation or PROSCI change management certificate required

      • Organizational and transformational leadership experience at a senior level

      • Experience directly managing individuals in a project delivery environment, including performance and deliverables

      • 7+ years of project, portfolio and/or program management is required - preferably in a complex healthcare setting

      • A consulting background is beneficial

      • 5-7 years of operational and change management experience

      • Demonstrated experience in successfully leading and implementing large scale, complex projects

      • Demonstrated experience in stakeholder relationship management

      • Experience in the health sector and broader public sector is preferred

      • Lean six sigma is an asset

      Knowledge and Skills

      • Exceptional interpersonal, relationship, facilitation, and communication skills

      • Functions at a high level of autonomy in setting objectives for a team, managing expectations and tracking budget, resource allocation and performance

      • Demonstrated ability and leadership in the development and execution of strategic and operational business plans in alignment with the organization’s mission, goals, and objectives

      • Demonstrated ability to translate strategic priorities into tactical and operational requirements

      • Deep expertise and experience in Project Management Institute processes and practices

      • Superior and demonstrated leadership and people management skills

      • Exceptional written and verbal communication skills and demonstrated ability to work with and advise senior leaders and the capacity to engage and build relationships amongst varied clinical and administrative stakeholders.

      • Demonstrated experience working in a matrix environment

      • An ability to build and maintain strong, collaborative working relationships with internal and external stakeholders

      • Active listening to understand both technical and clinical details, and ability to effectively translate and communicate these details as key messages to executive audiences

      • Proven abilities building strong and effective relationships with project delivery teams, executive leaders, and ministry with the aim of maximizing the level of integration, collaboration, and communication between teams

      • Superior and demonstrated negotiation and dispute resolution skills to effectively manage potential requests to increased scope, resource demand conflicts, or dependencies between program workstreams

      • Proven project/portfolio financial management skills

      • Demonstrated success in leading a change management initiative with successful outcomes

      • Expert knowledge of Enterprise Microsoft Project and associated applications

      • Experience in or knowledge of healthcare informatics or the healthcare industry would be a definite asset.

      Employment Type: Permanent Full Time

      Salary Band: 9
