      Position Summary

      The Deputy District Highway Director (DDHD) will assist the District Highway Director (DHD) by providing secondary level oversight, direction, and operational guidance to the District Division Heads in the administration of the primary District functions to ensure a cohesive Agency-wide approach to the seven primary District Divisions: Administration, Construction, Facilities, Maintenance, Operations, Project Development and Structures. Specific areas of involvement include, but are not limited to, leadership and guidance for all staff and maintaining communication protocols to ensure that stakeholders are well informed of District 6 initiatives, operations, and planned projects.

      Duties and Responsibilities

      In close collaboration with Sr. Staff, the Deputy District Highway Director will collaborate with the District Highway Director to assist MassDOT Sr. Staff in the development of District and Agency wide policies, procedures and programs ensuring a cohesive approach to provide strategic oversight for their implementation at the district level. In addition, the Deputy DHD will be responsible for developing and implementing policies and procedures consistent with the goals and objectives of MassDOT that will stimulate construction operations, while facilitating and enhancing the delivery of transportation services within the Commonwealth.

      The Deputy DHD will be responsible for overseeing the development and programming of TIP/CIP projects within the district (including the MHS) as well as the district’s annual non- federal aid capitol and preventative maintenance programs and for the development of prioritized plans for upgrading the district infrastructure and a portfolio of critical Capitol Projects affecting District roadway, bridge and tunnel assets. He/she will collaborate with other MassDOT Sr. Staff and outside Agencies/Entities to advocate for the priority of funding or approvals for projects of regional importance.

      The Deputy District Highway Director will directly assist the District Highway Director in coordinating cross collaboration of operations within the various District Divisions ensuring that efforts are aligned with MassDOT goals and objectives. The Deputy District Highway Director will be responsible for reviewing current District operations, including the development of any recommended changes to the organizational structure and business process improvement to improve staff efficiency, reduce overall operating costs and/or increase consistency across District.

      The Deputy District Highway Director will assist the District Highway Director in the development of the annual operating budgets and staffing plans and for monitoring them throughout the course of the year. As needed, he/she will participate and/or represent the district in personnel actions and issues involving other agency units, including but not limited to Human Resources, Labor Relations, Employment Law, Civil Rights and Performance and Employee relations.

      Serve as liaison between the Districts Divisions and represent MassDOT at meetings and serve on task forces or committees to share information and to develop proposals, programs, procedures, or courses of action requiring joint participation of Divisions or pertinent city, State and Federal agencies. He/she will identify and coordinate the external and internal resources to implement and advance the efforts of Highway Projects in concert with the broader mission of MassDOT.

      Preferred Qualifications

      • Valid MA PE registration
      • Ability and strength to handle large complex projects and personnel management responsibilities.
      • Strong knowledge of the principles and practices of management including planning, organizing, directing, motivating and decision making
      • Demonstrated experience providing direct and indirect supervision to many professional and technical personnel.
      • Experience working with various Labor Unions and familiarity with Contract work rules.
      • Knowledge of engineering management, Federal and State laws, and regulations as they relate to road, bridge, and tunnel infrastructure.
      • Professional experience in highway, bridge or tunnel design and project development, construction and/or maintenance
      • Strong oral and written communication skills, interpersonal skills, and the ability to work well under pressure and with diverse groups and individuals.

      Minimum Entrance Requirements

      Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

      Substitutions:

      I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

      II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.

      III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

      IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.

      This position is subject to a background check. The Deputy District Highway Director must be available to respond to emergency inquiries and situations as needed. Please note this position requires a valid driver’s license.
